MISSOULA OFFICE OF PLANNING & GRANTS 435 Ryman MISSOULA MT 59802-4292 PHONE: (406) 258-4657 MISSOULA COUNTY MEMORANDUM TO: Carla Krause, Special Services Administrator FROM: Denise Alexander, Principal Planner DATE: November 1, 2010 RE: Zoning Recommendation for Tower Street Open Space: The Southwest Quarter of the Northeast Quarter (SW1/4NE1/4) of Section 24, T13N, R20W; Tracts 2, 3 and 4, Certificate of Survey No. 5427 located in Sections 19 and 24, T13N, R20W; and Lot 2 of Dinsmore Orchard Homes No. 4 located in Section 19, T13N, R20W. As per Chapter 20.85 of the Missoula City Zoning Ordinance, 20.85.050 staff is required to consider one of the following three criteria when recommending zoning for annexed lands a. authorize land uses comparable to the land uses authorized under the county zoning classification that applied to property immediately before it was annexed into the city; b. authorize land uses that are consistent with the land uses approved by the Board of County Commissioners or the County Board of Adjustment; or, c. be consistent with the land use and zoning recommendations for the subject areas, as set forth in the growth policy. The property is City owned open space being brought into the City’s jurisdiction. The total area of the property being considered for annexation is comprised of approximately 117 acres. The current county zoning of the property is C-RR1 (Residential). The land use designation of the property is Parks and Open Space and Floodway per the Missoula County Growth Policy 2005 Update. Based on criterion 20.85.050 staff recommends the property be zoned OP-1 Open Space District upon annexation. Thank you for the opportunity to review this annexation.
