City of Missoula, Montana Item to be Referred to City Council Committee To: City Council From: Marty Rehbein CMC, City Clerk Date: March 19, 2010 Subject: Business Improvement District (BID) renewal The City Council will conduct a public hearing on the renewal of the city's Downtown BID on Monday, March 22, 2010. My office mailed notice (certified return receipt requested) to the property owners in the district on March 5, and the city is observing the protest period required by state law. The protest period ends on Monday, March 22nd at 5:00 p.m. I will present the final protest tally during the my staff report at the public hearing. About a year ago, the BID was in contact with property owners who were just outside of the district to see if they would be interested in joining the district. At that time, the property owners supported joining the district. These properties were included in the resolution of intention, and my office sent them a notice of the public hearing. Some of the property owners have contacted the BID board and indicated they have changed their mind. The BID board met this week and is recommending the City Council remove these properties from the district. They will forward a letter to the City Council requesting that you remove these properties from the final resolution. I have revised the map and the resolution extending the duration of the district accordingly. The revised boundaries comply with the statutory requirement that property in the district is contiguous. The properties that were removed include: one parcel at the corner of Hay and W. Spruce all the parcels along the south side of S. 4th St..
