1 INVITATION TO BID Notice is hereby given that sealed bids will be received at the City Clerk's Office, City Hall, 435 Ryman Street, Missoula, 59802-4297 until 2:00 p.m., Monday, February 22nd, 2010 and will be opened and publicly read in the Mayor's Conference Room, City Hall at that time. As soon thereafter as is possible, a contract will be made for the following: Purchase of one Tandem Axle Dump Truck. Bidders shall bid by City bid proposal forms, addressed to the City Clerk's Office, City of Missoula, enclosed in separate, sealed envelopes marked plainly on the outside, "Bid for one Tandem Axle Dump Truck., Closing, Monday, February 22nd, 2010. Pursuant to Section 18-1-102 Montana Code Annotated, the City is required to provide purchasing preferences to resident Montana vendors and \ or for products made in Montana equal to the preference provided in the state of the competitor. Each and every bid must be accompanied by cash, a certified check, bid bond, cashier’s check, bank money order or bank draft payable to the City Treasurer, Missoula, Montana, and drawn and issued by a national banking association located in the State of Montana or by any banking corporation incorporated under the laws of the State of Montana for an amount which shall not be less than ten percent (10%) of the bid, as a good faith deposit. The bid security shall identify the same firm as is noted on the bid proposal forms. No bid will be considered which includes Federal excise tax, since the City is exempt there from and will furnish to the successful bidder certificates of exemption. The City reserves the right to determine the significance of all exceptions to bid specifications. Products or services that do not meet bid specifications must be clearly marked as an exception to the specifications. Vendors requesting inclusion or pre-approved alternatives to any of these bid specifications must receive written authorization from the Vehicle Maintenance Superintendent a minimum of five working days prior to the bid closing. The City reserves the right to reject any and all bids and if all bids are rejected, to re-advertise under the same or new specifications, or to make such an award as in the judgment of its officials best meets the City's requirements. The City reserves the right to waive any technicality in the bidding, which is not of substantial nature. Any objections to published specifications must be filed in written form with the City Clerk prior to bid opening at 2:00 p.m., Monday, February 22nd, 2010. Rehbein City Clerk Publish: January 17th, 2010 January 24th, 2010 ---PAGE BREAK--- 2 CITY OF MISSOULA, MONTANA SPECIFICATIONS FOR ONE TANDEM AXLE DUMP TRUCK GENERAL EQUIPMENT DESCRIPTION: The following specifications are for one tandem axle dump truck. This unit will be replacing an International F2574 series truck. The bid trucks should be very similar to the replacement trucks in terms of operational capability. Meets Does Not Specs Meet Specs VENDORS SERVICE LEVEL: These should be considered one complete "Turn Key" unit ready for immediate use upon delivery. All items that vendor has selected “Meets bid Specs" shall be provided prior to processing documentation for payment. MANDATORY FUNCTIONS: The tandem axle dump truck will play a major role in nearly all of the street division operations for the City of Missoula. This unit will be used extensively in construction and maintenance projects for the City of Missoula. It is mandatory that this unit be capable of performing all activities expected of a tandem axle dump truck in an municipal application. This truck will be used for transporting asphalt, debris, leaves, and chip seal materials as part of new construction and maintenance projects. This truck must be capable of dumping into a wide variety of pavers and chip seal machines. This truck will need to operate effectively on steep winding City streets and in a wide variety of ambient temperature and weather conditions. Construction and maintenance operations are often performed in heavy traffic. Visibility and safety in dense traffic will be mandatory. These units must be capable of operating in a wide variety of environmental conditions. Operations will be performed in hot weather above 90 degrees, and extremely cold below zero temperatures. This equipment must be 100 percent functional regardless of ambient weather conditions. ---PAGE BREAK--- 3 Meets Does Not Specs Meet Specs This equipment will have to function in steep and rolling terrain effectively without spilling, losing debris, or presenting safety concerns. All of the above items are mandatory basic functions of tandem axle dump Trucks. These are mandatory. Please explain any exceptions on a separate sheet of paper. Any exceptions to the above specifications will result in product exclusion. DATE OF MANUFACTURE: It is the intention of the City to purchase a new tandem axle dump truck. This means current model year, with only delivery mileage. BASIC REQUIREMENTS: 24 hour delivery of Maintenance related parts and equipment. Repair oriented parts shall have a 24 hour shipping availability. All required lubricants shall be available from Montana lubrication suppliers other than OEM dealers. Only standard (SAE) or metric bolts, nuts, etc. will be allowed. APPLICABLE STANDARDS (All standards referenced shall be of the most current revisions.) Must meet the following standards: GOVERNMENTAL: Federal Motor Vehicle Safety Standards Environmental Protection Agency (EPA)standards. State of Montana Motor Vehicle Code. Occupational Safety and Health Administration. INDUSTRIAL: Society of Automotive Engineers (SAE). Tire and Rim Association (T&RA). ---PAGE BREAK--- 4 Meets Does Not Specs Meet Specs TRAINING: At no additional cost vendor shall agree to provide a qualified factory authorized service representative(s) for the following training: 8 hours of mechanic training in maintenance, adjustment, and repair of vehicle 4 hours of operator training specific to dump truck and dump box operations. Video Operation Guides. All training will take place within 15 days of delivery. Operator and Mechanical training shall be two separate classes. Video training may be used in place of actual instructors provided the videos become the property of the City of Missoula. SAFETY: Sound suppressed cab shall be standard and shall meet current OSHA standards for operator, passengers, and spectator sound. All belts, drive shafts, chains, and pinch points must be clearly marked and protective guards in place to prevent operator injury. All steps, landings, walkways, and footholds must be covered with or made of non-slip materials. Non-slip material shall be grates or similar products, non-skid tape is unacceptable. All hazardous areas or operations should be clearly labeled in such a fashion to make the operators aware of potential danger. Reflective Tape and or Reflectors that allow night visibility of no less than 500 feet from any angle: top, side, front, and rear. All steps, landings, walkways, and footholds including cab egress must have three points of contact, two hands and one foot or two feet and one hand secured at all times. This is an ergonomic fall protection mandatory concern. Steps and handhold must be provided to enable the operator to exit and enter the left front corner of the box safely. A minimum of two steps must be located on the inside of the dump box front left corner to enable and operator to safely get out of the dump box. ---PAGE BREAK--- 5 Meets Does Not Specs Meet Specs All exposed exhaust piping must be shielded or guarded to prevent operators from burning themselves on hot exhaust pipes or by hot exhaust. Completed box installation shall include DOT approved lighting, reflectors and reflective tape. DELIVERY: Unit will be delivered F.O.B. to 1305 Scott Street Missoula, Montana 59804 All Delivery, Transportation, and Shipping charges are included in bid price. All services will be performed prior to delivery and unit(s) will be clean and free of defects. Manufacturer's Statement of Origin (MSO) and Title Application must be prepared and available at delivery. COLOR: Truck cab will be painted white, moderate striping is acceptable. Box will be painted white to match cab. All portions of the box must be painted. Primer or non painted sections are not acceptable. Box paint shall be two coats of enamel over a quality epoxy primer or a pre-approved equivalent. Truck under carriage and frame shall be black. To avoid corrosion, all portions of the truck, frame, and box must be protected with a good quality paint and a warranty. The interior color may vary with blue, grey, tan, or other lighter basic colors that are easy to clean and do not show dirt. Dark colors black, red, or dark brown are not acceptable. ---PAGE BREAK--- 6 Meets Does Not Specs Meet Specs DIMENSIONS: All of the dimensions in this section are approximate or – six inches) with the purpose of purchasing a truck that conforms with existing units and nature of the street operations. It is understood that these dimensions may need to change to meet state, federal, or local regulations. Overall length is approximately 26 feet. Over all height and width to be determined by the selected dump box, however the lowest profile possible is preferred. Back of cab to center of rear axle shall measure 120 inches, center of steer axle to center of rear tandem axles shall measure 205 inches. CAB: Conventional style cab, with a sloping front hood to promote as much visibility as possible. Cab exit and entry (egress) must be ergonomic with three points of stability ( one hand and two feet or two feet and one hand contact) for operator at all times. Exhaust shall be stack style right side (passenger side) mounted with protective shield and grab handle to prevent operator from burns. All windows shall be tinted safety glass. Seats shall be Factory installed. Drivers seat shall be an air suspension type with 8way adjustment heavy cloth. Driver’s seat adjustments shall include up, down, forward, back, tilt forward, tilt back, lumbar and recline. Driver’s seat controls must be heavy duty, light plastic controls are unacceptable. A comfortable passenger side seat must be included with shoulder belt protection. Retractable shoulder and lap safety belts for the driver and passenger. Heavy duty high output heater and air conditioner equipped with Multi-speed fan and manual temperature controls. Arm rests on each door. ---PAGE BREAK--- 7 Meets Does Not Specs Meet Specs Tilt steering wheel shall be included. Dual sun visors. Two heavy duty windshield wipers and windshield washers, wipers shall be variable speed with intermittent setting. Interior dome light. Unit must have an air horn, if it is exterior it must have snow shield. Include an electrical or electronic horn. One West Coast style heated mirror on each side not less than 6"x16"size. Both mirrors must fold when struck. Both mirrors must be fully adjustable. A separate 8" round convex mirror attached to the bottom of the main mirror support rods on each side. Heated mirrors must turn off with the ignition. Mirrors must be mounted to enable the operator to see completely behind themselves. The must not be obscured by exhaust or exhaust shields. Mirrors must promote unimpaired rear vision. Lower windshield shall have heated strips or be heated in such a fashion to reduce the buildup of ice in the windshield wiper valley. Hand grab rails, mounted vertically behind each door. Not less than 6 inches long. Common key for doors and ignition minimum of 4 sets of keys will be supplied. Full front steel bumper shall be provided, partial or plastic bumper sections are not acceptable. Full length heavy duty floor covering made of washable rubber with removable floor mats for each side. All steps shall be non-slip with adequate toe room to promote safe exit, entry and repair access. Front radiator particulate protection mesh grill. Adequate sound insulation to meet OSHA hearing protection requirements. ---PAGE BREAK--- 8 Meets Does Not Specs Meet Specs Forward tilting hood with splash shields and mud flaps to prevent debris from flying up off the tires into and on to the cab and engine compartment. ELECTRICAL: 12 Volt system. 150 amp minimum solid state alternator. Wires in protective cover at wear points. Box wiring must be in a quality loom. All after manufacture wire connections for the lighting and all other components must be soldiered and covered with water resistant quality shrink tube. Crushed or crimp style connectors are not acceptable. Batteries shall be minimally three maintenance free 12 volt group 31 stud type posts with minimum cold cranking amps of 1.5 X the cubic inch engine displacement. Battery pack shall be cold weather package for frequent starting below -0 degrees. All wires and connections must be mounted or located in such a fashion as to prevent damage from hot asphalt during paving operation and protected from snow and ice during winter operations. LIGHTS AND LIGHTING All lighting DOT approved and in compliance with Federal Motor Carrier Regulations. All of the truck and sander lights shall be LED where LED is applicable. All lighting must be located in such a fashion to enable operator to be visible in high traffic situations during both daytime and nighttime operation. Unit must be equipped with flashing LED lights that are visible for a minimum of 1,000 feet in all (360 degrees)directions. One Sound Off Signal part number EL3MBP+AC clear dome amber mini bar with a permanent mount will be located on the top of cab. System must include LED stop lights, LED turn signals, LED backup and a six inch LED amber flashing light in each rear corner. ---PAGE BREAK--- 9 Meets Does Not Specs Meet Specs All lights, lighting and wiring must be mounted high enough to prevent hot asphalt from burning or damaging the wires during paving operations. Box will have front and rear (recessed, anti-vibration) LED marker lights. COMMUNICATIONS: Installation port (location) for additional CB style radio to be installed later. Unit shall include an AM \ FM radio. Unit shall include a power access port for charging cell phones and auxiliary equipment. INSTRUMENT PANEL: Adequately lighted to make all gauges visible under extreme bright and extreme low light conditions. Instrument grouping shall be grouped in clear view of the operators position. Fuel gauge. Amp or Voltmeter. Air brake pressure gauge with low pressure audio warning. Oil pressure gauge with low pressure audio buzzer. Water temperature gauge with high temperature audio buzzer. Tachometer, Speedometer, and Engine hour meter. Instrument panel shall include PTO status indicator lights. Two additional lighted (blank) toggle switches. Filter Air restriction indicators. Electronic backup alarm. Power divider status light. Electronic box up indicator light. Outside digital temperature display. Instrument panel will include a rear view color monitor mounted in a location that is visible to that operator at all times . A lighted heavy duty cab controlled hoist control tower must be provided in an easy to reach ergonomic location inside the cab next to the driver’s seat. Hoist control will have a safety lock obit and detent position. ---PAGE BREAK--- 10 Meets Does Not Specs Meet Specs FRAME: The frame length and axle location shall accommodate the selected Dump Box in compliance with all weight regulations and restrictions both State and Federal. Tow hooks will be furnished and installed two in front and two in the rear bolted solid to the truck frame. The tow hooks must be heavy duty enough to pull the tandem with a full load. A chip spreader bar shall be supplied and attached to the end of the truck frame to enable the unit to be attached and towed by a variety of chip seal machines. Frame must be “Full Channel” reinforced with no sections. Frame must be a minimum of 7/16 of an inch thick and 10.5 inches wide steel heat treated channel with a minimum RBM of 3,500,000 or greater per rail and a SM of 29. Deicer corrodes aluminum; therefore, the frame cannot include any aluminum sections. Aluminum or sectioned frames are not acceptable. TIRES: Front tires minimum 315/80/R/22.5 18 ply Michelin XZY 2 or pre-approved equivalent. Rear tires minimum of 11:00 R 22.5 16 ply. Spare to match front tires. Traction rear and highway tread on front tires. All tires will be siped. RIMS: Ten hole steel solid hub piloted rims. Rim Color white. BRAKE SYSTEM: Brake system shall meet or exceed DOT regulations: 393.40, 393.41, 393.50, and 393.51 minimally. Parking brake with dash mounted quick release valve must be provided. ---PAGE BREAK--- 11 Meets Does Not Specs Meet Specs A parking brake shall be provided and an audio/visual warning device shall be provided on the instrument panel to indicate when the parking or hand brake is applied when the engine is running. Brake system shall be slack adjuster s-cam style brakes with self adjusting automatic slack adjusters on every wheel. Air reservoirs will be equipped with drain cock easily accessible to the operator. The drain cock will point downward and away from the operator. A valve stem air recharge port will be installed so air brakes can be released with an external source. Rear brakes must have parking brake canisters or air chambers. Parking brakes must and will be required to hold the fully loaded unit on a 45 degree slope minimally. Minimally, type 30/30 air cans must be provided on both axles. 36/30 may be required to meet the parking brake application requirements. Minimum of 8" shoes rear and 5" in front. Full 360 degree brake dust covers on all wheels. Brakes and brake system must meet or exceed all applicable local, state, and federal brake regulations. Parking brake spring type air release maxi cans. Air compressor to be minimum of 15 CFM. Units must include spin on style heated air dryers. Air dryer must be installed in a location where it can be easily serviced. FUEL TANKS: Minimum of 75 gallon fuel capacity located right or left side under the cab Step as necessary. Manual Fuel tanks drain ports must be provided on the fuel tanks. SHOCK ABSORBERS: Heavy Duty front shocks, Rear Shocks are not required. ---PAGE BREAK--- 12 Meets Does Not Specs Meet Specs ENGINE: Engine will be an Eleven (11) liter minimally. Turbo charged diesel engine with a minimum of 390 Rated HP and producing a minimum of 1400 lbs. of torque at 2100 rpm. A Jacobs or pre-approved equivalent engine brake must be included. Engine output torque must not exceed transmissions maximum input torque rating. Block Heater 1250 W 110V with weather protected electrical outlet. Air induction system shall have filter indicators capable of being reset. Fuel system shall have spin on style secondary fuel filters. Engine shutdown for: Low water \ High Temp, Low oil \ Low oil pressure, high temperature. Engine air intake system will be placed in such a location where snow, ice, and water cannot plug or easily enter the system. Water \ Fuel separator Racor, 1000fg-12 heated or equivalent. To include Ether quick start system (unless system is hot air induction). Engine will have idle shut down set at 10 minutes. Engine oil check and fill shall be mounted in a location convenient for filling and checking engine oil. COOLANT AND WEATHER PACK SYSTEM: Cooling system will provide overheat protection with prolonged periods of high temperature operation at low engine rpm speeds (idle). This will call for a radiator core with a large enough capacity to prevent the engine from overheating. Cooling fan shall be an on / off style electrically controlled that will turn off when it is not needed. ---PAGE BREAK--- 13 Meets Does Not Specs Meet Specs This unit must include a cold weather start package with hot air intake injection system or an equivalent cold start package. Permanent type coolant\anti-freeze with a 50/50 mix to a minimum of -30 degrees below zero and at least 110 degrees above zero and the proper PH. to minimize electrolysis. Air intake shall be hood mounted in such a manner to prohibit snow and water ingestion and or blockage in extreme weather conditions. Cooling system must include a spin on style water filter conditioner. EXHAUST SYSTEM: Weather protection shall be provided for exhaust stack system. System will include a vertical or horizontal muffler with vertical pipe dumping exhaust fumes out the right or passenger side of the vehicle. Exhaust shall dump out and above the passenger side of the cab in such a manner to prevent the operators from breathing exhaust fumes while operating all required dump truck functions. Please note: there may some pre-approved alternatives for emissions systems. Exhaust system must reduce engine to OSHA and SAE applicable standards. The exhaust stack (single) shall be a minimum of 10 feet 0 inches and made of aluminized steel or stainless rust resistant with a turned out exhaust extension. Aluminized or stainless steel shield must be included to protect paint, body, hoses, wires, and operator contact with hot exhaust piping. FRONT AXLE \ FRONT SUSPENSION: 18,000 lb. Minimum front suspension capacity or adequate for dump unit specifications whichever is greater. 18,000 lbs. Minimum front axle capacity. Power steering with gear driven pump. Multi-leaf front springs 18,000 lb. rated front suspension. Front axles shall be wet type petroleum base oil filled hubs with site glass style cap. ---PAGE BREAK--- 14 Meets Does Not Specs Meet Specs TANDEM REAR AXLES: This truck will be a tandem axle truck (two rear axles and one front axle). 40,000 minimum lb. rated rear axle minimum of 20,000 lbs each. Rear axles will include magnetic drain plug. Rear axle must have a gear ratio that in conjunction with the transmission will promote low end operations. The majority of the use will be in town with speeds under 55 miles per hour. The emphasis must be on low end stop start performance. Gear Ratio is to ¼ fenders and mud flaps must be provided in front of the rear axle. Mud flaps must be provided behind the rear axle. REAR SUSPENSION: Mechanical suspension required, an air Suspension is not acceptable. Suspension to be rated at 40,000 lb. minimum. Multi-leaf spring leaf style suspension with overload protection. Suspension system must be similar to Hendrickson R/RT series mechanical or pre-approved equivalent. Total GVW shall not be less than 58,000 lbs. Rear axles shall include a driver controlled power divider system. A dash mounted power divide indicator light must be provided. TRANSMISSION: Transmission shall be Eaton / Fuller RTL0 14913A 13 speed manual transmission with lube oil pump, or pre-approved equivalent. Transmission model shall be rated for and shall not be rated less than engine output horsepower and torque ratings. ---PAGE BREAK--- 15 Meets Does Not Specs Meet Specs Transmission shall be fitted with an air operated PTO powered hydraulic pump and system, equipped to operate the selected dump truck application. PTO driven hydraulic pump shall be provided that meets or exceeds the demands of the truck functions. PTO must be air actuated, cables or electronic actuation are not acceptable. Deep reduction low Gears in both forward and reverse. On and Off road style Transmission. HYDRAULICS: This unit will function in a wide variety of environmental and temperature ranges. The box may be all the way up, partially raised, or all the way down for long periods of time. This hydraulic system must compensate for temperature variance and environmental conditions. It is mandatory that this system not overheat and or cavitate itself under these adverse conditions. Additionally, it is mandatory that the hydraulic seals not leak or take in air in cold weather conditions. The hydraulic system must be leak free upon delivery. Unit must include a hydraulic pump and PTO system driven off the transmission. Hydraulic system must include a return line spin on hydraulic filter that is located to promote ease of changing. Hydraulic tank must be a minimum of 32 gallon tank or 1.5 times the total demand of the hoist whichever is larger. The hydraulic pump must be a minimum of 20 GPM or 1.5 times the maximum GPM required by the hoist, whichever is greater. The hydraulic tank must be mounted on the side passenger side (right) of the frame. Hoist tower or tanks mounted under the truck are not acceptable. The operator must be able to fill the hydraulic tank and check the level without raising the dump box. PTO will be air operated \ air controlled. Tank must be baffled in such a manner as to allow the hydraulic fluid to cool when returning to tank. ---PAGE BREAK--- 16 Meets Does Not Specs Meet Specs A site glass must be included in a visible spot to enable the operator to check the fluid level at a glance. DUMP BOX : This dump box will be completely installed and delivered to the City of Missoula as a finished turnkey unit. The box when completed must have a parts and service outlet in Montana with a 24 hour delivery period for repair and maintenance items. A rear view color camera shall be mounted in the upper right rear corner of the box. This camera will be protected from damage, debris, and direct light with a surrounding metal guard. All of the wiring for the rear view camera will be ran in such a fashion as to prevent it from being damaged by debris or hot asphalt during paving operations. All box add on electrical components will be installed with solder and shrink tube. Crimp style butt connectors and unions are unacceptable. The dump box provided must be similar (with very little variation) to a Henderson HDX15X44 Mark 1 dump box. Alternative similar makes and models (pre-approved) will be acceptable provided the load capacity and function are identical or very close to identical. The completed unit must be capable of hooking up to and dumping into a wide variety of chip seal machines and a wide variety of asphalt paving machines without the addition of an oil lip. The rear of the box shall be a slanting or sloping asphalt style box. The box must be reinforced to haul concrete, rock, and other construction and maintenance related debris. The outside length of the box shall be 15 feet. Box must have a 12 cubic yard minimum water level capacity with raised ends for sideboards. Box sides must be a minimum of 40 inches high with slots on the top for 4 X 12 wooden sideboard extensions. ---PAGE BREAK--- 17 Meets Does Not Specs Meet Specs Front mounted single telescoping style dump cylinder must be included that is rated at 1.5 times the maximum load capacity of the box. A reinforced 3/16 inch thick T1 steel box floor will be provided with a minimum of a1/4 inch abrasion resistant steel AR400 overlay. Box shall have a minimum of 3 horizontal support side braces. Air operated tailgate latch with adjustable break over center linkage. Rear corner reinforcement to prevent spreading when loaded without a tail gate. Lighted heavy duty cab controlled hoist control tower. Hoist control will have safety lock out and détente position. Tower and cable controls will be sealed in grease and weatherproofed. Box shall have head ache rack to protect cab. Head ache rack shall be made of a minimum 3/16 inch thick steel and must not leave more than 1/3 of the top of the truck cab exposed. Box shall be set back to enable the operator to dump into a paver without using an oil lip. Set back and setup will also enable the operator to back into chip spreaders and pavers without interference with the rear axle brake cans, brake valves, or brake actuation equipment. Provide and install OSHA approved body prop or safety brace. Provide mud-flaps behind and in front of rear axle tires. This will require ¼ fenders in front of the rear axles. Rear mud flaps must be mounted in a fashion to prevent them from being torn off or damaged when backing into or pulling away from chip seal and asphalt paving machines. Dump box must accommodate a vertical right side mounted single exhaust system. All portions of the box must be painted. Primed or unpainted surfaces inside, outside, or underneath the box are unacceptable. ---PAGE BREAK--- 18 Meets Does Not Specs Meet Specs 3/8 inch thick poly or similar box cushion strips shall be provided. Tailgate to be equipped with a minimum of 3 horizontal and 2 vertical braces. Pivot pins shall be a minimum of 2” solid steel pins. Pivot hinges shall be heavy duty made of a minimum of ½” thick structural angle. Tailgate equipped with combination drop and spread chain system. Box, Tailgate, and headache rack to be minimum thickness of 10 gauge steel. System to include taillights, stoplights, turn lights, backup lights and a flashing amber light in each rear corner of box. All box lights must be LED. All lights to recessed rubber mounted anti-vibration lights. Left front corner of box will have non-slip steps to enable driver to safely climb up into and out of the box. Left front corner inside of the box will have two non-slip steps (re-bar) on the inside to enable an operator to safely enter and exit the box. Box will have front and rear LED marker lights (recessed anti-vibration) visible from side and rear of unit. Adequate top, bottom and side reflectors to make unit visible at 500 feet. Cable pull out to stop cylinder at 50 degree dump angle or equivalent pre-approved method of preventing cylinder from over extension. Rear corners will be reinforced to prevent them from spreading when the box is loaded without a tail gate. Two shovel holders shall be included both will be mounted on the left front corner of the dump box. Box support system either structural or cross member style must be adequate to prevent sagging and distortion of dump box under a variety of construction and environmental conditions. The leaf tarp shall be a mounted to front of the box and must have a spring return on it to enable one operator to tarp and remove the tarp from ground level. INSTALLATION, ASSEMBLY, AND OPERATIONAL: The truck vendor is responsible for ensuring that the unit meets or exceeds all state , federal, and local commercial vehicle (CDL) regulations upon delivery. The completed unit must be capable of performing all street and highway construction functions demanded of a tandem axle dump truck. The unit must be capable of transporting hot asphalt to a wide of different makes of paving machines. The completed unit must be capable of dumping chips into a variety of chip spreading machines. The vendor shall be responsible for all warning signs, labels, and placards required or needed for safe operation of the unit. The final inspection of the unit to include compliance with State, Federal, and Local regulatory agencies shall be completed by the vendor and the body installer prior to delivery.
