WGM Group is a multi-disciplined design firm specializing in land use planning, engineering, and surveying. Headquartered in Missoula, Montana, the company has led design and planning projects integral to the heart of Missoula and the region including design and surveying for Rocky Mountain Laboratories in Hamilton, land use planning for Missoula's Old Sawmill District and River Front Triangle properties, and transportation design for the reconstruction of US Highway 93 Whitefish West, among others. As members of the Missoula Downtown Association, the Missoula Area Chamber of Commerce, the Missoula Area Economic Development Corporation, and multiple industry related associations, WGM Group plays an active role in the community, and has served as a genuine asset in attracting and retaining highly qualified engineers, planners, and other professionals to the region. WGM Group will create 3 net new positions in the next two years which will staff the firm's newly created Industrial Design Division. These engineering positions will be paid a base salary of $2,500/mo (for a 35 hr work week) plus a billable hour incentive of $40/hr. Jobs will be eligible for benefits as the division secures projects. In the wake of the multiple industrial closures throughout the region, notably the Smurfit Stone Container Corporation Frenchtown Pulpmill, the Plum Creek Sawmill in Pablo, and the Stimson Lumber Company Plywood and Stud Mills in Bonner, the state has an unprecedented need for professionals qualified to evaluate these facilities, and to prepare technical reports, preliminary engineering reports, and design and implementation plans for future utilization of these vital industrial assets in rural communities throughout the State. ---PAGE BREAK--- Big Sky Economic Development Trust Fund Program Application Guidelines Montana Department of Commerce Appendix A, Page 3 2009 Category I – Economic Development WGM Group is requesting assistance through the Big Sky Trust Fund to partially fund direct costs relative to the creation of this new division. Three engineers previously employed by Smurfit Stone Container Corporation have been interviewed for these positions; WGM Group has been unable to extend offers of employment to the group due to a shortage of working capital. The assistance of the Big Sky Trust Fund job creation credits will enable the company to hire these three uniquely qualified engineers, thereby keeping these great minds in Montana and a part of our workforce. PROJECT ECONOMIC IMPACT STATEMENT Please provide a summary of the impact the project would have on the state, regional and community economy as well as any services or functions that the business provides to the community, region or state. Right now, WGM has the opportunity to keep three highly skilled individuals with intimate knowledge of the Smurfit Stone Container Corporation papermill in Missoula and a part of the Montana workforce. Minds such as these will be integral in the planning for the sale and reuse of the Frenchtown Pulpmill, and will offer the region a local source for engineering and planning for other underused / abandoned industrial sites. WGM Group, Inc. will also actively pursue relevant training opportunities for the team to expand the engineers' knowledge of planning for the reuse of sites as biomass and other alternative energy producing facilities. As stated by Brent Campbell, CEO of WGM Group, "Our people are trained to be problem solvers." The addition of an Industrial Design Division at WGM will increase the region's professional infrastructure and preparedness for future restoration and energy opportunities.
