Recommended Motion: The committee recommends the City Council set a public hearing on November 8, 2010 to consider and adopt an ordinance amending Chapter 15.32 Missoula Municipal Code entitled “Building Permits” instituting a fee for international energy conservation code special inspections and creating a flat fee for residential re-roofing and establishing a fee for wind installation. Timeline: Referral to committee: October 4, 2010 Committee discussion: October 13, 2010 Council acts to set hearing: October 18, 2010 Public Hearing: November 8, 2010 Background A provision in the newly adopted 2009 International Energy Conservation Code requires a contractor to have a third party provide the service of inspecting new energy code criteria listed in Table 402.4.2. Currently, independent HERS Rater Certified individuals are providing this service. Contractors are requesting city inspector be available to perform these inspections. Roofing contractors have requested that the city building department have a flat fee for the residential re-roofing permit. The Missoula County building department has implemented this policy. Financial Implications: The existing building permit fees do not cover the additional time and expenses if city inspectors are requested to perform the new energy code inspections. The average residential re-roof permit fee for the month of August with 89 residential re-roof permits was $120.00. This fee would cover the costs for the required two separate inspections per permit. Attachment: MMC 15.32 Draft
