City of Missoula, Montana Item to be Referred to City Council Committee Committee: Public Works Committee Item: Draft Master Sidewalk Plan and Active Transportation Plan Discussion Date: April 30, 2010 Prepared by: Jason Wiener Initiated by: Jason Wiener Action Required: Provide guidance to Public Works and OPG Transportation on the City of Missoula draft Master Sidewalk Plan and the Active Transportation Plan based on public comment and Council sentiment. Recommended Motion: None. Timeline: Referral to committee: 4/30/10 Committee discussion: 5/5/10 Background and Alternatives Explored: The draft Master Sidewalk Plan establishes a strategy for the systematic completion, repair and upgrade of the City sidewalk system. The draft Master Sidewalk Plan includes goals for improvements, methods and procedures involved in determining the priorities for improvements, and a map showing what sidewalk improvements are proposed to be made in priority order. The Active Transportation Plan aims to be adopted as an amendment to the City-County Growth Policy and provide a framework for public and private development on non-motorized transportation facilities. Sidewalks facilitate the primary mode of non-motorized transportation so the Master Sidewalk Plan and Active Transportation Plan should agree on priorities and methods. The policy question for the committee is whether the Sidewalk Plan provides correct direction on construction priorities and financing methods or whether, in the context of the Active Transportation Plan and based on the City’s experience building and maintaining sidewalks, revisions should be made to harmonize the documents.
