City of Missoula, Montana Item to be Referred to City Council Committee Committee: Plat, Annexation and Zoning Committee Item: Wind Energy Conversion Systems Date: May 18, 2010 Prepared by: Jason Wiener Initiated by: Jason Wiener Action Required: Consider a draft ordinance replacing the existing ban on wind energy conversion systems (MMC 20.45.80) with language allowing and regulating small-scale wind energy conversion systems an accessory use. Recommended Motion: I move that the proposal to revise MMC 20.45.80 to allow and regulate small-scale wind energy conversion systems be forwarded to the Planning Board for consideration. Timeline: Referral to committee: 5/24/10 Committee discussion (tentative): 5/26/10 Background and Alternatives Explored: While adopting Title 20, Council deferred establishing regulations allowing wind energy conversion systems. Interest remains in installing small-scale systems compatible with residential uses. Prompted by a constituent who wishes to install such a system, I am asking Council to revise the current outright ban in Title 20, instead adopting regulations as proposed in the Title 20 Planning Board Draft.
