City of Missoula, Montana Item to be Referred to City Council Committee Committee: Public Works Committee Item: Resolution to Expand Boundaries of the Farmers Market Date: March 19, 2010 Prepared by: Dan Jordan Initiated by: Dan Jordan Action Required: Approve the Resolution Expanding the Designated Area of the Missoula Farmers Market as created and amended by Ordinance No. 1485 and clarified by Resolution No. 5176. Recommended Motion: The committee recommends the City Council adopt a Resolution to Expand t he designated area of the Missoula Farmers Market as created and amended by Ordinance No. 1485 and clarified by Resolution No. 5176 to the east for storage, waste disposal and restroom facilities. Timeline: Referral to committee: March 22, 2010 Committee discussion: April 14, 2010 Background and Alternatives Explored: City engineering staff has met with Milt Connelly, Missoula Farmers Market representative several times to discuss utilizing the triangular area to the east in East Railroad Street right-of-way and what the City would require. Milt was given specific conditions that the City required. Milt was also advised to contact MRL and advise them of the proposed improvements. Milt met with MRL's architect (A&E Architects) and a MRL representative and discussed with them what the Market was proposing. The architects drew up the site plan and elevation plan (Exhibit & and met with city engineering staff for approval. City staff reviewed the plans and the proposed improvements work well with the surrounding MRL improvements with the wrought iron style fence and the screening fence behind. All access and safety concerns have been satisfied with the ADA access to the portable toilets and garbage container. The area along East Railroad Street in front of the enclosure will be designated "No Parking" by painting the curb yellow.
