Director Date: September 30, 2010 Re: Approval of Bid for Construction of Silver Park Phase III On August 30, 2010, three bids were received for construction of the third phase of Silver Park. The highlights of this park phase include connecting the existing riverfront to the California S Pedestrian Bridge and construction of a bridge/ramp the trail to cross an irrigation ditch and provide ADA access to the south end of the California Street Bridge. Additionally, the trail will be landscaped and irrigated and trail lighting will be installed. The width of the landscaped area will extend from the riverbank to approximately 40 feet south of the trail. Lighting and landscaping will also be installed in the parking lot that was completed in Phase II. treet gh nt ors ractor The Phase III bid was advertised with three alternatives meant to offer choices if bids came in hi on items that have been very difficult to pin down. such as the availability and cost of the amou of topsoil the Parks Department feels is ideal. The three bids were all from local contract (Western Excavating, LS Jensen, Knife River (JTL) and all much lower than the engineer’s estimate. Territorial Engineering reviewed all submittals and found that both before and after correction of math errors in two of the bids; LS Jensen had the lowest bids for all three alternatives (bid tabulation sheet enclosed). All bids were significantly lower than the engineer’s estimates even though the engineer conducted extensive cost analysis of other recent projects and many contractor and supplier interviews. There is a major difference between high and low bid totals between the three contractors. However, there are no bid categories that stand out where the variation is emphasized to a point that might indicate a design problem or mistaken cont interpretation of the plans; both problems that impacted the first two phases. $500,000 of the project budget for Phase III is from a Federal Community Transportation Enhancement Program (CTEP) grant to the City with oversight by the Montana Department of Transportation. MRA must pay the 13.5 percent local match required to use this grant. Any amount above the match must also be paid be MRA. Staff feels that Alternative 1 of the LS Jensen bid achieves the most work on the ground while maximizing use of the CTEP funds and match. Therefore, Staff recommends the Board accept Alternative 1 of the Silver Park Phase III construction bid, from LS Jensen in the amount of $591,320.
