City of Missoula, Montana Item to be Referred to City Council Committee Committee: Administration and Finance Committee Item: Resolution levying assessments for Street Lighting Districts for FY 2011 Date: July 23, 2010 Prepared by: Marty Rehbein, City Clerk Initiated by: Same Action Required: July 27: Set a public hearing August 24: Conduct public hearing and approve or deny resolution levying assessments Recommended Motion: July 27: Set a public hearing on a resolution of the Missoula City Council levying and assessing a special assessment and tax on the lots, pieces and parcels of land situated within special lighting districts of the city of Missoula, Montana, to defray the cost of street lighting in special lighting districts during the fiscal year 2011 in accordance with sections 7-12-4301 through 4354, Montana Code Annotated. August 24: Adopt a resolution of the Missoula City Council levying and assessing a special assessment and tax on the lots, pieces and parcels of land situated within special lighting districts of the city of Missoula, Montana, to defray the cost of street lighting in special lighting districts during the fiscal year 2011 in accordance with sections 7-12-4301 through 4354, Montana Code Annotated. Timeline: Referral to committee: July 26, 2010 Committee discussion: July 28, 2010 Public hearing (if necessary): August 22, 2010 Deadline: September 13, 2010 Background and Alternatives Explored: Each year, the City levies assessments to pay for the costs of street lighting in the lighting districts located throughout the city. This past year, the costs to light the streets was $306,356.44 The City's general fund pays for 10% of the costs of lighting ($31,862.70) and property owners are assessed the remaining 90%. This year the city anticipates a 5% increase in rates from Northwestern Energy for increased costs of $14,338.22. Administrative Support costs for the district are static at $12,950.00. There is an overall fund balance of $29,410.77 that is distributed among the districts. The total net assessment for fiscal year 10 is $284,641.78. Last year's assessment was $306,356.44.
