INVITATION TO BID Notice is hereby given that sealed bids will be received at the office of the City Clerk, 435 Ryman Street, Missoula, Montana, 59802 until 3:00 p.m., on Tuesday, July 7, 2009, and will then be opened and publicly read in the Mayor's Conference Room for the furnishing of all labor, equipment and materials for construction of the following: WHITE PINE PARK – LANDSCAPE & IRRIGATION City of Missoula, Parks & Recreation Project PR 09-06 WP This project consists of development of 3 acres of parkland at the White Pine & Sash site located off Scott Street in Missoula, Montana. Work is to include the in-field design and installation of commercial grade irrigation, establishment of final grade, seed bed preparation, turf drill or slit seeding and turf establishment. A full irrigation design will not be provided for this project but rather will be designed in the field per the performance specifications listed herein. The irrigation design must anticipate future phases of park development per project plan set. The White Pine & Sash Site has recently undergone an environmental cleanup process under the direction of the Department of Environmental Quality (DEQ) to mitigate the contamination of the soils from the site's former industrial use. Contaminated soil was removed from the site and clean fill soil and topsoil have been placed and rough graded by others. The contractor will be expected to establish final grade of the topsoil in preparation for turf seeding. Community Block Development Grant (CDBG) money will be the main funding source for this project requiring that Federal Davis-Bacon Wage Rates will apply to all work included this project. Bidders shall submit sealed bids as prescribed in the Project Manual addressed to the City Clerk, City of Missoula, enclosed in sealed envelopes plainly marked on the outside: "Proposal for City of Missoula Project PR 09-06 WP WHITE PINE PARK – LANDSCAPE & IRRIGATION” The envelopes shall also be marked with the Bidder’s Name and Montana Contractor's Identification Number. Proposals must be accompanied by cashier's check, certified check, or bank money order drawn and issued by a national banking association located in the State of Montana, or by any banking corporation incorporated in the State of Montana, or by a bid bond or bonds executed by a surety corporation authorized to do business in the State of Montana in the amount of ten percent (10%) of the total bid as a guarantee that the successful bidder will enter into the required contract. The bid security shall identify the same firm as is noted on the bid proposal form. Performance and Payment Bonds will be required of the successful bidder in the amount of one hundred percent (100%) of the aggregate of the proposal for the faithful performance of the contract, and protection of the City of Missoula against liability. There will be a Pre-bid Meeting and at Missoula Park and Recreation, located at 600 Cregg Lane, in McCormick Park, Missoula, MT, at 1:00 pm on Tuesday, June 30, 2009. The pre-bid meeting will consist of a review of the contract documents followed by a at the site. It is strongly recommended that all bidders attend. A complete set of the Contract Documents (a Plan Set and a Project Manual) will be furnished the Contractors making application therefore from the Parks & Recreation Offices, 600 Cregg Lane, Missoula, MT, 59801, upon payment of $50.00 per set by company check, cashier’s check, or bank money order (cash cannot be accepted). Full amount of payment will be refunded upon request with return of the Contract Documents in good condition within ten (10) days after bid opening. Box 4519 Helena, MT 59604 (406) 442-4162 Contractor and any of the contractor’s subcontractors doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI) except as listed in MCA 39-9-211. Information on registration can be obtained from the Department of Labor and Industry by calling 1-[PHONE REDACTED]. Contractor is required to have registered with the DLI prior to bidding on this project. (“Bid Only” registration is available for out- of-state contractors.) All laborers and mechanics employed by contractor or subcontractors in performance of this construction work shall be paid wages at rates as may be required by law. The contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Successful contractors and vendors are required to comply with City of Missoula Business Licensing requirements. The City of Missoula reserves the right to waive informalities, to reject any and all bids, and, if all bids are rejected, to re-advertise under the same or new specifications, or to make such an award as in the judgment of its officials best meets the City's requirements.
