NORTH HIGGINS BIKE/PED-MSLA ARRA 8119(1) INVITATION TO BID 00100-1 INVITATION TO BID RECEIPT OF BIDS: Sealed bids will be received at the office of the City Clerk, 435 Ryman Street, Missoula, Montana, until 1:00 p.m., on Monday, February 22, 2010, and will then be opened and publicly read in the Mayor's Conference Room for the furnishing of all labor, equipment and materials for construction of the North Higgins Bike/Ped-Msla” Project. DESCRIPTION OF WORK: The work includes approximately 1,500 linear feet of new curb, gutter, and sidewalk; new storm drainage inlets, manholes, and tie-ins to existing storm drain manholes; 9,200 square yards of milling and asphalt concrete pavement overlay; signing and epoxy pavement markings; street lighting, electrical conduit, conductor, and service; tree removal, new planting areas, and irrigation sleeves; concrete repair; manhole and valve box adjustments. PROJECT FINANCING – The project is funded by the American Recovery and Reinvestment Act (ARRA) of 2009 through the MDT CTEP Program and is subject to all applicable federal/state regulations, as indicated within the specifications. SITE OF WORK: The project is located on Higgins Avenue, between Broadway and Railroad Streets, in downtown Missoula, Missoula County, Montana. COMPLETION OF WORK: All work must be substantially completed within 90 calendar days after the commencement date stated in the notice to proceed. Additional contract time will be allowed for accepted bid alternatives. As described in the bid form, milling, paving, and related pavement markings must be completed no later than August 30, 2010 due to funding constraints. OPENING OF BIDS: Bids will be publicly opened and read aloud at the time and place stated above. OBTAINING CONTRACT DOCUMENTS: The contract documents consisting of drawings and a project manual may be examined or obtained at the following location: WGM Group, Inc. 1111 East Broadway Street Missoula, MT 59802 Copies of a half-size set of the drawings and contract manual may be obtained upon paying a non- refundable fee of $50.00. Full-size drawings are not available for bidding. An additional charge of $10.00 will be applied for shipping and handling, if requested. BID SECURITY: Each bid shall be accompanied by bid security made payable to the city of Missoula in an amount of ten percent (10%) of the bidder’s maximum bid price and in the form of cash, a cashier’s check, certified check, or bank money order drawn and issued by a national banking association located in Montana or by any banking corporation incorporated under the laws of Montana; or a bid bond (on form attached if a form is prescribed) issued by a surety authorized to do business in Montana meeting the requirements of Paragraph 5.01 of the general conditions. The bid security shall identify the same firm as is noted on the bid proposal forms. The bid bond shall act as a guarantee that the bidder, if his bid is accepted, will execute the contract, secure payment of worker's compensation insurance, and furnish a satisfactory faithful performance bond in the amount of 100 percent of the contract price and a payment bond in the amount of 100 percent of the contract price. CONTRACTOR’S REGISTRATION: Montana law requires all contractors to register with the Department of Labor. Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect Ave., Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-[PHONE REDACTED]. All laborers and mechanics employed by the contractor or subcontractors in performance of the construction work shall be paid wages at rates as may be required by Federal Law. ---PAGE BREAK--- NORTH HIGGINS BIKE/PED-MSLA ARRA 8119(1) INVITATION TO BID 00100-2 The contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. DOMESTIC MATERIALS: All iron or steel materials to be permanently incorporated into the Project shall be produced in the United States, and certified as indicated within the specifications. BIDS TO REMAIN OPEN: The bidder shall guarantee the total bid price for a period of 60 calendar days from the date of bid opening. Proposals must be sealed and marked "North Higgins Bike/Ped – MSLA, ARRA 8119(1), opening February 22, 2010," and marked “Sealed Bid” with the contractor's name, address, Montana contractor's registration number, and be addressed to: City of Missoula Clerk's Office 435 Ryman Street Missoula, MT 59802 Facsimile bids will not be accepted. WAGE RATES: This project is funded with federal funds; therefore, the contractor shall not pay less than the latest federal Davis Bacon minimum wage as determined by the U.S. Secretary of Labor. A copy of said wage rates are attached as part of the specifications in Section 00910. FUNDING AGENCY PROVISIONS: Attention bidders: Please direct your attention to the Funding Agency Special Provisions of the contract documents (section 00900). The successful bidder shall be required to comply with all applicable articles therein. PRE-BID CONFERENCE: Prospective bidders are encouraged to attend a pre-bid conference, which will be conducted jointly by the owner and engineer at the Missoula Redevelopment Agency Conference Room, 140 West Pine Street, Missoula, MT 59802 at 11:00 a.m. on February 8th, 2010. PROJECT ADMINISTRATION: All questions relative to this project prior to the opening of bids shall be directed to the engineer. It shall be understood, however, that no specification interpretation will be made by telephone, nor will any "or equal" products be considered for approval prior to award of contract. The low bid shall be determined on the basis of the lowest base bid, or lowest combination of base bid and accepted alternative bids if alternatives are included. The city may accept in any order; any, all, or none of the alternative bids. AWARD CONTINGENT: Without limiting the foregoing, it is expressly stated that final award of the Contract is contingent upon securing appropriate financing.
