We should think about whether this is a good expense. In order to do that, we need to understand how many miles of streets receive this service over how many days, what percentage of those streets have trees in the boulevard, how many employees it takes in order to accomplish this task and what percentage of the costs associated with leaf removal are variable (caused by the activity and scaled with the activity) versus fixed (incurred regardless of whether and how much leaf removal takes place.
