INVITATION TO BID Notice is hereby given that sealed bids will be received at the office of the City Clerk, 435 Ryman Street, Missoula, Montana, until 3:00 p.m., on Wednesday, July 7, 2010, and will then be opened and publicly read in the Mayor's Conference Room for the furnishing of all labor, equipment and materials for construction of the following: Northside Pedestrian Bridge - Repair and Rehabilitation City of Missoula Project PR10-7 NSPB This project consists of a base bid and alternates for: cleaning the bridge including the bird droppings and nesting materials in the roof structures and other areas, installing bird screening, repairing and sealing the concrete ramps and landings, repairing and improving the existing lighting system, installing a new traffic barrier at the north end of the bridge near the street, repairing and aligning the metal roof panels, installing a security camera system, installing security fencing under ramp number three at each of the north and south ramp structures, installing landscaping and a sprinkler irrigation system at the west side of the north ramp structure, performing miscellaneous repairs and providing traffic control during construction. Bidders shall submit sealed bids as prescribed in the Project Manual addressed to the City Clerk, City of Missoula, enclosed in sealed envelopes plainly marked on the outside "Proposal for City of Missoula PR10-7 NSPB Northside Pedestrian Bridge Repair and Rehabilitation”. The envelopes shall also be marked with the Bidder’s Name, address, and Montana Contractor's Identification Number. A pre-bid meeting will be held at 10:00 AM on June 28th, 2010 at the South end of the bridge on Toole Street to go over the intent of the contract and answer any questions that Contractors may have. The meeting is not mandatory. Additional questions after this meeting must be addressed by mail or FAX to HDR Engineering, Inc., 1715 So. Reserve St. Suite C, Missoula, MT 59801-4708, FAX number (406)241-2241 and must be received no later than noon on Thursday July 1, 2010 in order to allow a timely response. Proposals must be accompanied by cash, cashier's check, certified check, or bank money order drawn and issued by a national banking association located in the State of Montana, or by any banking corporation incorporated in the State of Montana, or by a bid bond or bonds executed by a surety corporation authorized to do business in the State of Montana in the amount of ten percent (10%) of the total bid as a guarantee that the successful bidder will enter into the required contract. The bid security shall identify the same firm as is noted on the bid proposal form. Performance and Payment Bonds will be required of the successful bidder in the amount of one hundred percent (100%) of the aggregate of the proposal for the faithful performance of the contract, and protection of the City of Missoula against liability. No bid will be considered which includes federal excise tax, since the City is exempt therefrom and will furnish to the successful bidder certificates of exemption. A complete set of the Contract Documents and Project Manual will be furnished the Contractors making application therefore from the City of Missoula Parks and Recreation, 600 Cregg Lane, Missoula, Montana, 59801, upon payment of $50.00 by company check, cashier’s check, or bank money order (cash cannot be accepted). Full amount of payment will be refunded upon return of the plans and specifications in good condition within ten (10) days after bid opening. Contractor and any of the contractor’s subcontractors doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI) except as listed in MCA 39-9-211. Information on registration can be obtained from the Department of Labor and Industry by calling 1-[PHONE REDACTED]. Contractor is required to have registered with the DLI prior to bidding on this project. All laborers and mechanics employed by contractor or subcontractors in performance of this construction work shall be paid wages at rates as may be required by law. The contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. The City of Missoula reserves the right to waive informalities, to reject any and all bids, and, if all bids are rejected, to re-advertise under the same or new specifications, or to make such an award as in the judgment of its officials best meets the City's requirements.
