Recommended Motion: The committee recommends the City Council order right-of-way improvements to 401 and 417 Rollins. Timeline: Referral to committee: September 14, 2009 Committee discussion: September 16, 2009 Background and Alternatives Explored: This order is in response to numerous complaints regarding boulevard use violations at 401 and 417 Rollins. This boulevard is curbed and contains sidewalk. Topsoil was placed in this boulevard in 1986 by the City Street Division during a curb, sidewalk, and street construction project on the 400 block of Rollins. After the placement of this topsoil the owner of the property, then the president of the City Council, ordered the Street Division to remove the top soil and place cushion within the boulevard, which was done. Subsequently this boulevard has been used as a parking lot and storage for unlicensed vehicles, trailers, garbage, and building materials. Several years ago the City Engineer notified the property owners of the violations and recommended mitigation options. This order was not complied with. The property owners were again notified on June 1, 2009, and again did not comply with the required mitigation.
