Recommended Motion: Schedule a public hearing for October 4, 2009 to consider annexation of 5425 Gharrett Street. Timeline: Referral to committee: August 24, 2009 Committee discussion: September 2 or September 9, 2009 Council acts to set hearing: September 14, 2009 Public Hearing: October 4, 2009 Background and Alternatives Explored: The Church petitioned for annexation August 12, 2008 so that the buildings could be connected to the City’s sanitary sewer system. The Church connected to sewer under Permit No. EXC081091 on August 13, 2008 and now receives sewer service. The property is contiguous to the City on two sides and currently receives City street maintenance services. Annexation will make the property eligible to receive all other City services. The OPG recommendation for zoning upon annexation is RR-1, which is the nearest equivalent City zoning designation to the existing County zone of C-RR3. The Church is currently a legal non-conforming use and will continue after annexation. The property will be assigned to the appropriate Ward and Neighborhood Council District in the resolution language. Churches are exempt from property taxes and generate no revenue. Since the City is already providing all of its services in this area of the City, no additional costs of service are anticipated with this annexation.
