City of Missoula, Montana Item to be Referred to City Council Committee Committee: Conservation Committee Item: North Side Pedestrian Bridge – Repair & Rehabilitation Contract Date: 7/9/10 Prepared by: Alan White Initiated by: Donna Gaukler Action Required: Approve the award and authorize the Mayor to sign a contract for $109,096 with Sirius Construction, Inc for North Side Pedestrian Bridge – Repair & Rehabilitation Contract Recommended Motion: I move the City Council award and authorize the Mayor to sign a contract for $109,096 with Sirius Construction, Inc for North Side Pedestrian Bridge – Repair & Rehabilitation Contract Timeline: Referral to committee: 7/9/10 Committee discussion: 7/14/10 Background and Alternatives Explored: This project is funded with ARRA-CDBG. This bridge was constructed in 2000. Age and weathering have presented the need for this contract as well as certain required maintenance issues needed to prolong the structures’ lifespan. The neighborhood has requested additional lighting and security to counteract the numerous reports of vandalism, vagrancy and hostility over the years. The Police Department, along with the neighborhood representatives and some council members, formed a task force to produce the project base bid items and add-alternates. The most critical of these requested items are included as can be afforded (the awarded ARRA-CDBG funds totaled 129,850.00. Financial Implications: The proposed accepted base bid plus alternates will leave a project contingency of $2,101 for construction. There was a wide disparity in the base bid with Sirius’ bid compared to the two other bidders. Sirius was contacted to ensure that their bid was in-fact valid. We are assured by Sirius that they have met all expectations and specifications of the project and that with several self- performed items (vs others who may have utilized subcontractors) and a vigorous project approach, their bid is truly valid.
