City of Missoula, Montana Item to be Referred to City Council Committee Committee: Public Works Committee Item: FY2011 CMAQ contract Date: June 7, 2010 Prepared by: Phil Smith Initiated by: Phil Smith Action Required: Approve and authorize the Mayor to sign the agreement with the Montana Department of Transportation for $35,642 for CMAQ funds for the Bicycle Pedestrian Program in FY2011. Recommended Motion: The committee recommends the Council approve and authorize the Mayor to sign the agreement with the Montana Department of Transportation for $35,642 for CMAQ funds in FY2011. Timeline: Referral to committee: June 14, 2010 Committee discussion: June 16, 2010 Background and Alternatives Explored: The City depends on these funds for the costs of program activities in the Bicycle and Pedestrian office. We have used this funding source for more than a dozen years. We have reviewed the proposed activities with the Public Works Committee in May, before submitting the grant application. Financial Implications: The total grant costs are $35,642. The federal funds cover 86.58% of the grant costs, or $30,859. The City provides the remaining 13.42%, or $4783, as local match. Typically, we provide a match amount equaling 90% to 100% of the federal funds, which comes largely from the value of contributed radio and TV advertising. In addition, the legislatively-mandated Indirect Cost Allocation Program (ICAP) requires that we pay an amount equaling 13.35% of the local match in cash. This amount of $639 is included in our preliminary general budget. Attachments: Contract
