City of Missoula, Montana Item to be Referred to City Council Committee Committee: Public Works Item: Resolution to Order Miscellaneous curb and sidewalk improvements Date: January 7, 2010 Prepared by: Monte Sipe Initiated by: Monte Sipe Action Required: Resolution to order curb and sidewalk improvements adjacent to miscellaneous parcels. Recommended Motion: The committee recommends the City Council approve the resolution to order curb and sidewalk improvements adjacent to miscellaneous parcels in Project 09-001. Timeline: Referral to committee: January 11, 2010 Committee discussion: January 20, 2010 Background and Alternatives Explored: Parcels in Miscellaneous Project 09-001 are primarily voluntary installations or repairs of curb, sidewalk or alley paving. Assessment Agreements are obtained from the property owners for the voluntary improvements and the City pays the various contractors for the amount of work authorized by owners. In spring/summer of each year, the City Finance Office administers the sale of municipal bonds for all curb and sidewalk projects completed during the previous construction season, and these parcels are included in the bond issue. Proceeds of the bonds are used to reimburse the City for the payments to the contractor. The bonds are retired through the proceeds of the Special Improvement Assessments on each parcel. Financial Implications: None. There are no costs incurred by the City. All costs are covered by property owners through the City’s Special Improvement Assessment Program.
