City of Missoula, Montana Item to be Referred to City Council Committee Committee: Administration and Finance Item: Part-time FTE for a Parking Toll Collector Date: 10-15-10 Prepared by: Anne Guest Initiated by: Anne Guest Action Required: The action required is for the City Council to approve the funding from the Parking Commission's revenue for a part-time FTE for a Parking Toll Collector. Recommended Motion: I move the City Council approve the funding from the Parking Commission's revenue for a part-time FTE for a Parking Toll Collector. Timeline: Referral to committee: 10-18-10 Committee discussion: 10-20-10 Background and Alternatives Explored: As a result of a recommendation from the Downtown Master Plan, the Parking Commission has approved to offer the FIRST HOUR FREE in Central Park, the parking structure located at 128 W. Main. The intent is to offer one hour of free parking for the public and to encourage them to utilize the structure. Doing so is more affordable than parking on street and offers a longer stay option than the two-hour meters. The hours of Central Park are 8:00 – 6:00. Currently we have one FTE covering only 8 of the 10 hours of operations. In order to offer the FIRST HOUR FREE, the booth needs to be covered for the full 10 hours. When the structure was built, it was covered for the full time but was reduced to eight hours and has been that way for over 15 years. Financial Implications: Covering the full 10 hours of operations will result in increased revenue in spite of offering the FIRST HOUR FREE This position will work 12.5 hours per week, at a cost of $11.66/hr or approximately $9,095 including fringe.
