RESOLUTION NUMBER 7447 A RESOLUTION OF THE MISSOULA CITY COUNCIL AUTHORIZING THE MAYOR TO SIGN FOR AND UTILIZE $1,250,000 OF AMERICAN RECOVERY AND REINVESTMENT ACT GRANT FUNDS FOR CITY PROJECT NO. 2009-028 “NORTH HIGGINS STREETSCAPE.” WHEREAS, the City of Missoula has been approved to receive $1,250,000 of American Recovery and Reinvestment Act (ARRA) grant funds designated for use to design and construct City Project No. 2009-028 “North Higgins Streetscape;” and WHEREAS, the purpose of this project is to enhance the three blocks of North Higgins Street from Broadway to Railroad Street by improving traffic flow, improving the pedestrian, bicycling and lighting facilities, and encourage interest in this portion of the downtown providing better opportunities for existing and new businesses; and WHEREAS, the project is proposed to consist of: 1) reconfiguring North Higgins from four lanes with parallel parking to three lanes with parallel parking 2) modifying all crossings with bulb-outs to shorten crossing distances; 3) providing dedicated bike lanes; 4) using concrete coloring and textures on the sidewalks; 5) providing period lighting; 6) installing street furniture and landscaping; and WHEREAS, the ARRA funds in combination with Montana House Bill 645 (HB645) contributions will fund the project including the described amenities; and WHEREAS, it is the intention of the Missoula City Council to authorize the Mayor to accept and sign for the ARRA funds and direct staff to utilize the funds for said project on behalf of the City of Missoula. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Missoula, Montana that the Mayor of Missoula is hereby authorized and directed to accept the $1,250,000 ARRA grant on behalf of the City of Missoula and sign all documents related to the grant and utilize the funds for Project No. 2009-028 “North Higgins Streetscape;” and BE IT FURTHER RESOLVED that staff is hereby directed to proceed with the steps necessary to implement the project as described, subject to the approval of the City Council.
