City of Missoula, Montana Item to be Referred to City Council Committee Committee: PAZ Item: Russell & 3rd Land Use and Zoning Visioning and Update Date: 10/22/10 Prepared by: Bob Jaffe/John Newman Action Required: Direct staff to dedicate resources necessary to develop and implement a process to update the land use designations and zoning for the Russell and 3rd street corridors. Recommended Motion: Timeline: Referral to committee: 10/22/10 Committee discussion: 10/27/10 Background and Alternatives Explored: For many years the community has recognized the desire to see mixed use neighborhood commercial redevelopment along Russell Street and West 3rd. Unfortunately, much of the land use and zoning designations still reflect when this was the edge of town. As we reach the end of the EIS process and prepare to invest $40 to $60 million in transportation funds on the corridor, and will see a great deal of private investment in the adjacent properties, it is essential that we update these designation and zoning documents as soon as possible. The Draft EIS yielded a large amount of public comment concerning road width, number of travel lanes, etc. as they relate to the future character of the corridor. No discussion, however, has yet broached the notion of updating land-use designations, zoning, and design standards along the corridor to reflect the contemporary community vision of the area.
