Invitation to Bid - 00100 - Page 1 of 2 C:\Users\rogersn\AppData\Local\Microsoft\Windows\Temporary Internet 2.docR:\1657\020.01 Dickens Lift Station\Documents\Bidding\Addenda\00100_invite_bid-revised-2.doc May 22, 2009May 21, 2009 SECTION 00100 INVITATION TO BID Separate sealed bids for construction of: Dickens Lift Station Replacement City of Missoula Project No. 09-024 for the Missoula Wastewater Division, as described in the Project Manual, will be received at the Office of the City Clerk, Missoula City Hall, 435 Ryman, Missoula, Montana 59802, until 1:30 p.m. local time on June 8, 2009 and then publicly opened and read aloud in the Mayor’s Conference Room. Late bids will be returned unopened. Each Proposal shall be submitted in a sealed envelope. The envelope shall be clearly marked on the outside with the bidder’s name, address, contractor's registration number and the following language: “BID PROPOSAL FOR CITY OF MISSOULA PROJECT NO. 09-024” “DICKENS LIFT STATION REPLACEMENT” The project generally consists of, but is not necessarily limited to, the following major items:  Demolition of the existing lift station dry-pit and wet well modifications;  Installation of Owner provided submersible package lift station, including sewage pumps, piping and valves, and ancillary control equipment;  Finish grading, graveling and reseeding of all areas disturbed during construction;  Installation of Owner provided electrical distribution panel and stand-by generator for package lift station. The Contract Documents consisting of half size Drawings and Project Manual may be examined or obtained at the office of Morrison-Maierle, Inc. One Engineering Place, Helena, MT, telephone [PHONE REDACTED]. The cost is $75 each (non-refundable), including delivery by US Postal Service mail or United Parcel Service (UPS) ground service. Payment of an additional $25 is required for express mail. In addition, the Drawings and Project Manual may also be examined at the following locations: City of Missoula, City Hall, 435 Ryman, Missoula, Montana; the offices of the consulting engineer, Morrison-Maierle, Inc., at One Engineering Place, Helena, Montana; or at plan exchanges in Butte, Great Falls, Billings, Kalispell, Bozeman, Missoula, and Montana Contractors-Helena. A Pre-Bid Conference will be held at the Missoula Wastewater Treatment Plant, 1100 Clark Fork Lane, at 10:00 a.m. local time on June 2, 2009. Interested CONTRACTORS are strongly encouraged to attend. Information on registration can be obtained from the Department of Labor and Industry by calling 1-[PHONE REDACTED]. Contractor is required to have registered with the DLI prior to bidding on this project. (“Bid Only” registration is available for out-of-state contractors.) All laborers and mechanics employed by contractor or subcontractors in performance of this construction work shall be paid wages at rates as may be required by law. The contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Successful contractors and vendors are required to comply with City of Missoula Business Licensing requirements. Proposals must be accompanied by cash, cashier's check, certified check, or bank money order drawn and issued by a national banking association located in the State of Montana, or by any banking corporation incorporated in the State of Montana, or by a bid bond or bonds executed by a surety corporation authorized to do business in the State of Montana in the amount of ten percent (10%) of the total bid as a guarantee that the successful bidder will enter into the required contract. The bid security shall identify the same firm as is noted on the bid proposal form. Performance and Payment Bonds will be required of the successful bidder in the amount of one hundred percent (100%) of the aggregate of the proposal for the faithful performance of the contract, and protection of the City of Missoula against liability. No bid may be withdrawn after the scheduled time for the public opening of the bids specified above. The City of Missoula reserves the right to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, to reject any and all bids, and, if all bids are rejected, to re-advertise under the same or new specifications, or to make such an award as in the judgment of its officials best meets the City's requirements. Any objection to published specifications must be filed in written form with the Missoula City Clerk prior to the bid opening at 3:001:30 p.m. on June 8, 2009.
