Recommended Motion: I move the City Council…”adopt a resolution of intention to annex certain parcels and tracts of land consisting of portions of City open space and Wastewater Facility property located in the western half of the City; incorporate the area into the City of Missoula boundary and zone the property OP-1 Open Space and schedule a public hearing for December 13, 2010.” Timeline: Committee discussion: November 10, 2010 Adopt resolution of intention: November 15, 2010 Public hearing: December 13, 2010 Annexation becomes effective: January 13, 2010 Background and Alternatives Explored: 1. The parcels subject to this annexation consist of the City’s Tower Street Open Space Lands and a parcel obtained for the Wastewater Facility. 2. Since the parcels are owned by the City, the government lands method of annexation is being used for this project. ---PAGE BREAK--- Page 2 of 2 3. Zoning recommendations have been provided by the Office of Planning and Grants for use upon annexation: PARCEL CURRENT COUNTY ZONING RECOMMENDED CITY ZONING Wastewater Parcel C-RR1 and C-RR3 Residential with a land-use designation of Residential 4- units per acre and Parks and Open Space according to the Reserve Street Area Plan 1995 Update OP-3 Public Lands and Institutional District in accordance with MMC 20.85.050(l)(2c.) Open Space Parcels C-RR1 Residential with a land-use designation as Parks and Open Space and Floodway per the Missoula County Growth Policy 2005 Update OP-1 Open Space in accordance with MMC 20.85.050(l)(2c.) 4. Assignments to City Council Ward areas would be: a. Wastewater parcel becomes part of Ward No. 2 b. Open Space parcels become part of Ward 6 5. Assignments to Neighborhood Council Districts would be: a. Wastewater parcel becomes part of the Captain John Mullan Neighborhood Council District b. Open Space parcels become part of the River Road Neighborhood Council District Financial Implications: None.
