Attachment #1 Planning Board Recommendations 1311 E. Broadway (former Missoula Athletic Club site) Rezone Planning Board Recommendation: On Tuesday, December 15, 2009, with nine members present, the Missoula Consolidated Planning Board voted unanimously to recommend approval of the applicant’s request to rezone property located at 1311 E. Broadway and legally described as Lot 2B of Gateway Gardens No. 1 Lots 1B and 2B Subdivision in Section 23 of Township 13 North, Range 19 West, P.M.M. from OP-3 (Public Lands and Institutional) to C1-3 (Neighborhood Commercial, Intensity Designator-3). A summary of the Board’s discussion on the rezoning proposal can be found following the recommended motion. Planning Board’s Recommended Motion: THAT the request to rezone property legally described as Lot 2B of Gateway Gardens No. 1 Lots 1B and 2B Subdivision in Section 23 of Township 13 North, Range 19 West, P.M.M. from OP-3 (Public Lands and Institutional) to C1-3 (Neighborhood Commercial, Intensity Designator-3) be approved based on the findings of fact in the staff report. Planning Board Discussion: Planning Board agreed with staff’s recommendation on the motion to approve the proposed rezoning. Board discussion first focused on the existing buildings onsite and whether any of the structures comprising the former Missoula Athletic Club could be saved or re-used in the proposed future residential development. The applicant responded that the existing buildings were deemed inappropriate for residential use and did not compliment any of the development proposals under consideration, and would therefore be removed. However, the applicant noted that the Home Resource Center had been contacted and that the buildings would be dismantled with materials re-use in mind. The Planning Board then discussed the construction of a trail along the southern boundary of the property. Specifically, board members were interested in comment from City Parks and Recreation recommending that approval of the rezoning request be conditioned upon construction of a trail. Staff explained that conditions of approval can only be imposed upon rezonings involving an overlay district; therefore this particular rezoning request could not be conditioned. Staff also described an existing pedestrian trail easement near the southern property boundary, and board members noted that perhaps negotiation to secure a trail in this existing easement could be undertaken prior to construction. The applicant responded that discussions were underway and that his company was interested in providing a pedestrian facility onsite.
