1 REQUEST FOR PROPOSALS (RFP) FOR ENGINEERING SERVICES ENGINEERING SERVICES FOR PRELIMINARY INVESTIGATION, UTILITY COORDINATION AND INFORMATION GATHERING TO SUPPORT POTENTIAL FUTURE DESIGN AND RECONSTRUCTION OF SOUTH 3RD STREET City of Missoula, Montana NOTICE TO ENGINEERING CONSULTING FIRMS: Notice is hereby given by the City of Missoula, Montana, an Equal Opportunity government, that it will receive written statements of qualifications and professional proposals for the preliminary stages of the South 3rd Street reconstruction project between Russell Street and Reserve Street. This request includes field surveying, right-of-way investigation, utility coordination and information gathering for anticipated future design. The actual design of the project is not part of this proposal and will be addressed at a later date, after a Record of Decision has been issued on the current Environmental Impact Statement. Local Transportation Impact Fees and property owner assessments for curb and sidewalk improvements are planned to fund this project. The selected engineer will be required to follow City, State and Federal regulations. The potential future reconstruction of South 3rd Street corridor may include the installation of curbs, sidewalks, lighting, and drainage structures between Russell Street and Reserve Street. Right-of-way acquisition assistance, utility relocation coordination and traffic control planning may also be required. Communications with City Engineering staff for project development, as well as property owners, are important components of the consultants work. It is planned that the engineering design portion of this project will begin by early 2011 and that the construction will begin as soon as practical thereafter. Construction phasing may take two or three years. Four copies of written statements, qualifications and professional proposals shall be submitted to the City Engineer, City of Missoula, 435 Ryman, Missoula, Montana 59802-4297, on or before 5:00 p.m., local time the 3rd day of December, 2010. Written statements, qualifications, and professional proposals submitted will be evaluated by the committee appointed for this purpose. Qualified candidates will be evaluated based on their written proposal. No interviews are planned by the selection committee. The City of Missoula reserves the right to accept the proposal that the City Council deems is in the best interests of the City and to reject any proposals that the City Council deems not to be in the best interests of the City for any reason. Information to be submitted by prospective firms in their written statements, qualifications, and professional proposals should include: 1. Qualifications of the firm: This section should include a list of street design and construction supervision projects performed by the firm. A contact person with the phone number of a person of the agency who worked most closely with the firm should be included. Please include information regarding previous street work projects including construction dates, quantities, and costs of the projects. 2. Key Personnel: This section shall include a list of the key personnel in the firm that would be doing the work on the project, their backgrounds, and their location. Also include a statement regarding any intention to subcontract any portion of this work out to any other firm. Include a list of any key personnel assigned to this project by subcontractors you intend to use. ---PAGE BREAK--- 2 3. Proposed Schedule: Submit a schedule of performing services including project development and construction, and the ability of the firm to meet the scope of services as outlined. Include projected work load and availability of key personnel to complete the work in the schedule. 4. Additional Information: Any additional information that is relevant for City officials to consider in reviewing and comparing the firm's proposal. 5. Scope of Services: Field surveying, right-of-way investigation and coordination of utilities and any work other than actual design that will support the design work once it is authorized to proceed. Respondents will be evaluated according to the following factors: 1. Professional qualifications and past performance and response references: 25% 2. Capability to meet time requirements based upon present and projected workloads: 25% 3. Availability and familiarity with the South 3rd Street area road construction issues: 10% 4. Expertise of key personnel assigned to the project and related experience on similar projects: 25% 5. This solicitation is being offered in accordance with state statutes governing procurement of professional services. Accordingly, the City of Missoula reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject any and all responses deemed unqualified, unsatisfactory or inappropriate.
