RESOLUTION NUMBER A RESOLUTION OF THE CITY COUNCIL AWARDING COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS TO CERTAIN ORGANIZATIONS AND DIRECTING STAFF TO NEGOTIATE CONTRACTS AND AGREEMENTS WITH SAID ORGANIZATIONS. WHEREAS, THE CITY OF MISSOULA has received a supplemental allocation of Community Development Block Grant (CDBG) funds authorized by the American Recovery and Reinvestment Act of 2009; and WHEREAS, the purpose of these CDBG funds is the development of viable urban communities through provision of decent housing, a suitable living environment and expanded economic opportunities for persons of low- and moderate-incomes; and WHEREAS, THE CITY OF MISSOULA has determined that this purpose can be met by awarding funds to agencies and organizations that identify critical community development needs and propose effective approaches to meeting those needs; and WHEREAS, THE CITY OF MISSOULA, through a mailing to all community groups that have expressed interest in CDBG activities, has solicited proposals from community groups to address community development needs; and WHEREAS, the Missoula Office of Planning and Grants has reviewed proposals and made funding recommendations to the City Council; and WHEREAS, these recommendations and a draft resolution amending the City’s FY 09 Action Plan have been made available for a period of seven days prior to the City Council’s consideration; and WHEREAS, THE CITY OF MISSOULA, at a special City Council meeting on Monday, June 1, 2009, conducted a public hearing for the purpose of reviewing the staff recommendations and draft resolution; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MISSOULA, MONTANA, that the following agencies and organizations be awarded funds up to the amounts and for the activities specified, and that these awards be incorporated into the City’s Program Year 2009 Annual Action Plan: 1) $22,000 to the Missoula Fire Department for installation of two fire hydrants in the Franklin to the Fort neighborhood. 2) $75,000 to the Missoula Parks and Recreation Department for installation of playground equipment at Lafray Park. 3) $54,850 to the Missoula Parks and Recreation Department for replacement of playground equipment at Kiwanis Park. ---PAGE BREAK--- AND BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE SAID CITY OF MISSOULA, MONTANA, that staff in the Missoula Office of Planning and Grants be directed to negotiate contracts and agreements with the aforementioned organizations.
