City of Missoula, Montana Item to be Referred to City Council Committee Committee: Administration and Finance (A&F) Item: Contract for biological assessment services Date: December 18, 2009 Prepared by: John Adams, OPG Initiated by: John Adams Action Required: To approve for the Mayor’s signature a contract with the selected environmental assessment firm to prepare a biological assessment of impacts to bull trout and bad eagles for the Silvertip Apartments project funded by the Neighborhood Stabilization Program through the Montana Department of Commerce. Recommended Motion: I move the City Council set approve a contract with Post, Buckley, Schuh, & Jerrigan (PBS&J) to prepare a biological assessment for the Silvertip Apartments project funded by the Neighborhood Stabilization Program through the Montana Department of Commerce (MDOC). Timeline: Referral to committee: December 21, 2009 Committee discussion: December 30, 2009 or January 6, 2010 Council acts to approve: January 4 or January 11, 2010 Background and Alternatives Explored: The Office of Planning and Grants is managing a $5 million grant awarded by MDOC to the City for property purchase, demolition, and construction of 115 units of new affordable rental housing at 1311 E. Broadway. One of the startup conditions of the grant is completion of an environmental assessment, including evaluation of impacts on bull trout and bald eagles, which would be completed by PBS&J. OPG solicited Statements of Qualifications from multiple firms, and a review panel selected PBS&J as the firm best suited to this task. Financial Implications: Completion of an environmental assessment is a required condition to receive the $5 million NSP grant. Attachments: Contract to be sent to committee prior to its meeting
