City of Missoula, Montana Item to be Referred to City Council Committee Committee: Conservation Committee Item: Amendments to the Greenhouse Gas and Energy Conservation Plan Date: 8/13/2009 Prepared by: Marty Rehbein, City Clerk Initiated by: Conservation Committee Action Required: Adopt the Greenhouse Gas and Energy Conservation Plan as amended. Recommended Motion: I move the City Council adopt the Greenhouse Gas and Energy Conservation Plan amendments including, but not limited to, the following provisions: to increase the number of members on the team from six to eight, to provide for alternate members on the team, and to clarify the appointment process for members. Timeline: Referral to committee: August 17, 2009 Committee discussion: August 19, 2009 Public hearing (if necessary): Not required Deadline: None Background and Alternatives Explored: The Conservation Committee has expressed interest in amending the Greenhouse Gas and Energy Conservation team (GGECT) membership. At the direction of the chair and with input from Ben Schmidt, I have drafted this revised plan which increases membership on the team from six to eight. The "commercial/institutional/business sector" has been split to include a representative from "commercial/business sector" and a separate representative for the "institutional sector." The GGECT has had an alternate member for quite a number of years, however this position was not in the plan. The revised plan states the City Council will appoint up to two alternates, and it provides for when each alternate member is eligible to vote. Finally, the revised plan reflects that GGECT appointments are made by the City Council, not the Conservation Committee, and it also includes minor changes to correct typographical errors and grammar.
