The Minden Town Board meeting was held at 5:30 p.m. on Wednesday, December 2, 2015, at 1602 Esmeralda Avenue, Minden, Nevada. Board Members present: Matt Bernard, Charlie Condron, Roxanne Stangle, John Stephans and Bill Souligny. Staff present: Jenifer Davidson, Trish Koepnick, and Ryan Russell. Ms. Stangle called the meeting to order at 5:30 p.m. The Pledge of Allegiance was led by Mr. Stephans. PUBLIC COMMENT: A member of the public commented on the traffic on Buckeye, and gave suggestions for planning for Minden’s future. Sheila Kendrick noted that she and Bobbi Thompson will be going to the Main Street conference in May 2016 in Milwaukee and encouraged a member of the Minden Board to consider attending. APPROVAL OF AGENDA AND MINUTES: Stephans//Bernard moved to approve the agenda as published. The motion was carried unanimously. Condron/Souligny moved to approve the minutes of November 10, 2015 Board Meeting. The motion was carried unanimously. Condron/Stephans moved to approve a typographical correction to the minutes from the June 3, 2015 Board Meeting. The motion was carried unanimously. ACKNOWLEDGEMENT OF GIFTS: Ms. Davidson noted the DHS art class contribution of decorations for the Christmas weekend. She also noted and expressed thanks for the participation of the downtown businesses in helping to turn Esmeralda Avenue into Emerald Avenue for the Parade of Lights. ACKNOWLEDGEMENT OF SERVICE AWARDS: None BOARD MEMBER REPORTS: Event Planning- Bill Souligny reported on Christmas event planning and reminded the Board of the gazebo lighting timing. Minden Water- Matt Bernard noted that he had nothing to report. New Development Applications - John Stephans noted he had nothing new to report. Citizen’s Advisory Committee/Main Street Steering Committee - Charlie Condron gave an update on Main Street meetings and the work being done. CONSENT AGENDA FOR POSSIBLE ACTION: 1. Approval of the November 2015 Financial Report including claims paid October 30, 2015 through November 19, 2015 for fiscal year 2016. 2. Approval of a request by Town Staff to increase the amount previously approved by the Town Board to relocate a signal light control pedestal from the intersection of US Highway 395 and State Route 88 which is obscuring the view of improvements placed by the Town in the right-of- way portion of the Minden Gateway Center from $10,000 to $15,000. Stephans/Condron moved to approve the consent agenda. Motion carried unanimously. ---PAGE BREAK--- Minden Town Board Minutes December 2, 2015 Page 2 of 3 ADMINISTRATIVE AGENDA: 1. Not for possible action: Discussion regarding the future of events in the Town of Minden. Appearance by William Souligny, Chair of the Minden Events Committee. Mr. Souligny gave the background for this item. Board comments included wanting the Town to continue presenting the current Town events and partnering with Minden Main Street to support the new events of Main Street Minden. Main Street events will have a goal of raising money, but Town events are a thank you to our residents. Public comment: A member of the public recognized the CVAA and Dangberg Ranch for bringing events to the valley and encouraged the Town’s promotion of these events. 2. For possible action: Discussion and possible action to approve, approve with conditions, continue or deny a proposal by Town Staff to rehabilitate Well #1 for an amount not to exceed $23,000. Appearance by Bruce Scott, Town Engineer. Staff noted that the water rights for Well #1 will be exercised at Well# 11. Public comment: None After thoughtful and intelligent deliberation, Stephans/Bernard moved to approve a proposal by Town Staff to rehabilitate Well #1 for an amount not to exceed $23,000. Motion carried unanimously. 3. For possible action: Discussion and possible action to direct staff in relation to Staff Reports. Discussion shall include an Engineering Report which may include discussion on streets, sidewalks, drainage, water issues and related items. Discussion may also include an update on the Heybourne Well (Well #10) and the Well #11 Test Well Project. Appearance by Bruce Scott, Town Engineer. Mr. Scott gave an update on the test well, Well # 1 and coordination with Bently including the adequacy of the 12 inch water line planned, the final walk through at Well # 10, and the ditch work on County Road. Public comment: None 4. For possible action: Discussion and possible action to direct staff in relation to Staff Reports. Discussion shall include a Manager’s Report on the activities, progress on or status of assigned tasks and projects, or general information regarding operations and projects related to trash, retail and wholesale water service, and other functions of the Town of Minden. Appearance by Jenifer Davidson, Town Manager. Ms. Davidson reported on the positive impact of the voluntary conservation plan. She gave an update on the superintendent position, and reported on tentatively scheduled items for the January meeting. She complimented the Town Staff for all of the hard work getting ready for this coming weekend. Public comment: A member of the public commented on the Manager’s Report and asked that it be written and included in the packet. 5. For possible action: Discussion and possible action to elect the Minden Town Board Chairman for calendar year 2016. Appearance by Roxanne Stangle, Chairwoman of the Minden Town Board. Mr. Souligny nominated John Stephans to serve as Minden Town Board Chairman for calendar year 2016. Public comment: None Following thoughtful and intelligent deliberation Souligny/Condron moved to elect John Stephans as Minden Town Board Chairman for calendar year 2016. For possible action: Discussion and possible action to elect the Minden Town Board Vice- Chairman for calendar year 2016. Appearance by Roxanne Stangle, Chairwoman of the Minden Town Board. Stephans nominated Bill Souligny to serve as Minden Town Board Vice Chair for calendar year 2016. Public comment: None Following thoughtful and intelligent deliberation Stephans/Stangle moved to elect Bill Souligny as the Minden Town Board Vice-Chairman for calendar year 2016. Motion carried unanimously. FINAL PUBLIC COMMENT: A member of the public noted the hardness of the Town water and asked if there is something within reason that the Town can do about this. Mr. Souligny read a letter of thanks from DCSO thanking Minden for the support of Safe Street. REQUEST FOR AGENDA ITEMS: None ADJOURNEMENT: Mr. Souligny moved to adjourn at 6:16 p.m.
