The Minden Town Board meeting was held starting at 5:30 p.m. on Wednesday, July 5, 2023, at 1602 Esmeralda Ave, Minden, Nevada. Board Members present: Susan Jackson, Bill Driscoll, Larry Walsh, Bryan Davis and Steven Thaler. Staff present: Ryan Russell, JD Frisby, and Rachel Hamer. Chairman Thaler called the meeting to order at 5:30 p.m. The Pledge of Allegiance was led by Member Walsh. PUBLIC COMMENT: None APPROVAL OF AGENDA: Driscoll/Davis moved and seconded approval of the July 5, 2023, Agenda as presented. Motion carries unanimously. APPROVAL OF MINUTES: Jackson/Walsh moved and seconded approval of the June 7, 2023 Board Meeting Minutes. Motion carries unanimously. ACKNOWLEDGEMENT OF GIFTS: Mr. Frisby thanked the Carson Valley Inn, Model Dairy, Tahoe Douglas Elks Lodge, Matt Bernard, Mike Gilbert, Carol Bernard, Roxanne Stangle, Abby Hamer and Jacob Hamer, Madison Frisby, and Drew Wilcks. Digital photos for social media were given to the Town by Eddie Sanderson. BOARD MEMBER REPORTS: Member Driscoll reported nothing new with the Chamber, and that the GGG is looking at Conservation Easements. Member Walsh thanked JD for his letter to Mr. Foley to welcome him to the valley and congratulate him on the Stanley Cup win. Member Jackson thanked Staff for all their hard work at the event yesterday, Vice Chairman Davis echoed her thanks for all the Staff. Chairman Thaler thanked Staff for the event yesterday and brought up the most recent Chamber meeting in which County Manager Davidson presented. CONSENT AGENDA: 1. Approval of the June 2023 financial report including claims paid May 27th, 2023 through June 23, 2023 for Fiscal Year 22/23 and 23/24. Public Comment: None Driscoll/Jackson moved and seconded approval of the Consent Agenda as presented. Motion carries unanimously. ADMINISTRATIVE AGENDA: 1. For possible action: Discussion and possible action to approve, approve with conditions, continue or deny a request by the Douglas High School Leadership Class to host the 2023 Homecoming event in Minden Park on Wednesday, October 11, 2023. Approval of this ---PAGE BREAK--- Minden Town Board Minutes June 7, 2023 Page 2 of 3 request would include setting a budget for Town participation in the event of up to $500 and waiving fees associated with a street closure, use of Minden Park, use of Town equipment and assistance with the event by Town Staff. Town approval will also include closure of Esmeralda Avenue between Sixth Street and Third Street; a portion of Third Street from Mono Avenue to Esmeralda Avenue, Fourth Street between the alley between Esmeralda Avenue and Hwy 395 to the alley between Esmeralda Avenue and Mono Ave, Sixth Street between Esmeralda Avenue and Mono Avenue, Mono Avenue from Sixth Street and Fifth Street from 4:00 pm through 6:00 pm on the day of the event. Also, a closure of Fifth Street between the alley between Esmeralda Avenue and Hwy 395 to Mono Ave. from 4:00 pm to 9:00 pm. Appearance by Karen Lamb, Douglas High School and JD Frisby, Town Manager. Karen Lamb and Mena Dedmon gave a brief explanation of the request and offered to answer any questions the board may have. Board comments included how thankful they are to have this in the community. Public Comment: None After thoughtful and intelligent deliberation, Davis/Jackson moved and seconded approval of a request by the Douglas High School Leadership Class to host the 2023 Homecoming event in Minden Park on Wednesday, October 11, 2023. For possible action: Discussion and possible action to direct Staff in relation to Staff Reports. Discussion shall include a Staff Report on the activities, progress on or status of assigned tasks and projects, or general information regarding operations and projects related to trash, retail and wholesale water service, and other functions of the Town of Minden. Appearance by Jeff Cady, Public Works Superintendent and JD Frisby, Town Manager. Mr. Frisby gave an update to the Board on various items and projects of interest. He mentioned that we may be doing a strategic plan around October.
