The tentative budget will NOT be approved at this meeting. Consideration of the FY16/17 tentative budget is currently scheduled for the regular Town Board meeting April 6, 2016. PREVIOUS ACTION:  January 6, 2016, Board Meeting: The Board adopted the Financial Policies of the Town of Minden. BACKGROUND: Pursuant to the adopted Financial Policies of the Town of Minden, to achieve and maintain the financial objectives of the Town Board Town Staff will in addition to the annual Town of Minden Strategic Planning session, conduct an annual review/analysis of the projected financial state of the Town prior to and during the budget process. The review/analysis of the projected financial state of the Town, as prepared by Town Staff will:  Identify the areas where the Town is already reasonably strong in terms of protecting its financial condition;  Identify existing or emerging problems in revenue sources, management practices, infrastructure conditions, and future funding needs;  Forecast expenditures and revenues for the next 5 years, with consideration given to such external factors as County, State and Federal actions, economic conditions, and management options based on best practices by other local governments;  Review management and Board actions taken during the last budget cycle. STAFF RECOMMENDATION: Staff recommends the Board provide direction to Staff regarding a staff presentation on the 2016 Financial State of the Town and on the development of the FY2016/2017 operating and capital budgets for the Town of Minden. PREVIOUS ACTION:  August 1, 2005: The Board recorded a notice regarding the adoption by resolution of a metering program requiring meters be purchased and installed on new construction and existing dwellings upon the sale and closing of escrow to new owners.  February 3, 2016, Board Meeting: The Board provided direction to staff regarding the procedure to implement the resolution and directed staff to bring the item back for further discussion at the March meeting. BACKGROUND: This item appears on the agenda at the direction of the Board so that the Board may further discuss a possible procedure to implement a possible resolution requiring water meters to be purchased and installed for all service connections by 2025 in the Town of Minden. Attached is the staff recommended procedure for implementation of the proposed universal metering program. If the implementation procedure is approved, staff further recommends that the possible resolution come to the Board for approval at a future board meeting and that it take effect July 1, 2016. FISCAL IMPACT: Town Staff have identified the following implementation schedule and budget impacts by fiscal year: Fiscal Year 2016 ($20,532.95)  All Town Connections will be metered by June 30, 2016. In July of 2015, the Town Board directed staff to prioritize and assemble the cost of installing meters on all Town connection. The estimated costs assembled by Mr. Hill in August of 2015 indicated the material and labor cost to the Town would be $20,532.95. Town staff prioritized the list of projects into those which could be accomplished in FY16 and those that would have to wait for possible funding until the spring during budget augments. Based on the greater than anticipated ending fund balance identified in January 2016, the budget has been augmented and the remaining meter installation projects for the Town will be completed this Fiscal Year. Fiscal Year 2017-2025 ($100,000 budgeted annually)  Property owners will be notified of the universal metering program and provided with the opportunity to sign up for the meter installation payment plan.  Property owners who pay 100% of the fee will be given first priority installation of the new meter installed as soon as possible. With the exception of Old Town, Town Staff intend to proceed with installations by neighborhood when possible.  No less than 100 meters will be installed per year until the project is complete. ACTION TAKEN: Approved Continued Denied Approved with conditions: Town of Minden Board Meeting - March 2, 2016 Page 174 ---PAGE BREAK--- TOWN OF MINDEN RESOLUTION NUMBER TOM-2016R-01 A RESOLUTION OF THE TOWN BOARD OF MINDEN REQUIRING METERS BE INSTALLED ON ALL CONNECTIONS BY JANUARY 1, 2025 WHEREAS, the Town of Minden owns both ground water and surface water rights and has identified the following priorities regarding the stewardship of those rights:  perpetuate the continued availability of water resources to the Town and its residents;  ensure ample water supplies for the use and enjoyment of future generations within the Town;  achieve careful husbandry of the Town natural resources and the provisions of a well- maintained, properly managed public utility infrastructure through ordered growth, maintenance of scenic beauty, and quality of life of the town of Minden. WHEREAS, the Minden Town Board adopted a revised Town of Minden Conservation Plan in February of 2016 with the stated objective of establishing a universal metering program requiring water meters to be purchased for all service connections by 2025; WHEREAS, the Nevada Drought Forum: Recommendations Report, presented to Governor Brian Sandoval in December of 2015 recommended that the requirement that all water purveyors submit a water conservation plan to the Division of Water Resources be amended to also require that meters be installed on all connections; NOW, THEREFORE, the Minden Town Board does hereby resolve as follows: Effective July 1, 2016, a meter is required to be installed on all service connections to the Town of Minden water system by January 1, 2025. The cost of the meter is to be paid for by the water customer pursuant to the Town of Minden Universal Metering Program. Water customers who have not paid to have a meter installed by January 1, 2025 will be issued a 30 day water shutoff notice and will be required to pay the cost to install the meter plus the shutoff fee prior to service being restored. Adopted this day of 2016, unanimously by the Minden Town Board. Attest: John Stephans, Chair Trish Koepnick, Town Clerk Town of Minden Board Meeting - March 2, 2016 Page 175 ---PAGE BREAK--- Universal Water Metering Program July 1, 2016 It is the goal of the Town of Minden to increase public awareness to conserve water and to encourage and promote water wise practices. Effective July 1, 2016 the Board created a Universal Metering program requiring meters to be installed on all service connections by January 1, 2025. As the universal metering program is implemented, customer bills will be reformatted, to include information beyond basic billing information. Bills will include comparisons to previous bills and tips on water conservation that can help customers make informed choices about their water usage. Bill inserts may also include this information. It is estimated that metering alone will be the major driver of conservation, by raising awareness of individual account use. Metering alone, without a rate structure change, but with the public education elements, can be expected to provide a 10% reduction in water use over time. A fee is established by resolution for the purchase, installation, maintenance and eventual replacement of a water meter on each existing and new connection to the Town of Minden Water system. This fee is to be paid to the Town of Minden not later than: 1) in the case of new construction, at the time of issuance of the initial building permit; 2) in the case of existing homes without meters, on or before the closing of escrow of sale of the home to a new owner or by January 1, 2025 whichever comes first; 3) immediately after a third wasting water notice is issued resulting in a water shutoff by the Town of Minden prior to water service being restored. In the case of existing homes without meters, if a homeowner has not been issued a third wasting water notice, the homeowner may enter into a voluntary payment agreement with the Town. The payment schedule established in the agreement will require the total amount of the fee be paid by January 1, 2025. Failure to abide by the terms of the payment agreement will result in water shutoff. Customers without meters will be reminded of the metering requirement, the universal metering program, and their payment options annually. Customers who have not paid to have a meter installed by January 1, 2025 will be issued a 30 day water shutoff notice and Town of Minden Board Meeting - March 2, 2016 Page 176 ---PAGE BREAK--- will be required to pay the cost to install the meter plus the shutoff fee prior to service being restored. PREVIOUS ACTION:  January 22, 2014, Water Workshop: The Board discussed the need to review and create/revise water policy and procedures for the Wholesale and Retail water departments.  September 3, 2014, Board Meeting: Board discussed the Town of Minden Water conservation plan and directed that the plan be addressed at a future water workshop.  June 3, 2015, Water Workshop: The Board reviewed and discussed the Town of Minden Water Conservation Plan.  July 1, 2015, Board Meeting: The Board adopted Town of Minden Resolution Number TOM-2015R-01, a Resolution of the Town Board of Minden Calling for System Wide Voluntary Water Restrictions, including but not limited to, Staff suggested alternate watering days and specific watering times in the Town of Minden and calling for the implementation of similar voluntary measures for the Town’s wholesale customers. BACKGROUND: In June 2015, the Minden Town Board held a public workshop to discuss the current 2007 Town of Minden Water Conservation Plan. During the Workshop the Board directed Staff to bring a drought declaration back to the Board for consideration to the July 2015 regular meeting. The attached resolution was adopted by the Town Board at that time. The resolution is required to be reviewed by the Town Board at the March meeting annually. STAFF RECOMMENDATION: Staff recommends the Board review and confirm Town of Minden Resolution Number TOM-2015R-01.
