The Minden Town Board meeting was held starting at 5:30 p.m. on Wednesday, September 1, 2021, at 1602 Esmeralda Ave, Minden, Nevada. Board Members present: Susan Jackson, Bryan Davis, Roxanne Stangle, Steven Thaler (Via Zoom) and Bill Driscoll. Staff present: Ryan Russell, JD Frisby, Jeff Cady and Rachel Hamer. Chairwoman Jackson called the meeting to order at 5:30 p.m. The Pledge of Allegiance was led by Member Roxanne Stangle. PUBLIC COMMENT: Mr. Turner gave public comment on COVID-19 and 5G. APPROVAL OF AGENDA: Jackson/Stangle moved and seconded approval of the September 1, 2021 Agenda with Administrative Agenda Items #1 & #2 continued to a later date as amended. Motion carries unanimously. APPROVAL OF MINUTES: Davis/Stangle moved and seconded approval of the August 4, 2021 Board Meeting Minutes. Motion carries unanimously. PRESENTATION OF AWARDS: None ACKNOWLEDGEMENT OF GIFTS: None BOARD MEMBER REPORTS: Chairwoman Jackson brought forward an invitation from the Nature Conservancy for an event as well and thanked Staff for the park work that has been done. CONSENT AGENDA: 1. Approval of the August 2021 financial report including claims paid July 23, 2021 through August 19, 2021 for Fiscal Year 20/21 and 21/22. 2. Approval of a request by the Carson Valley Community Food Closet for the Town of Minden to sponsor and approve a 5k Fun Run/Walk, also known as the “Annual Carson Valley Turkey Trot”. Approval of this request would include approval of the route for the event and waiving the fees associated with the use of Minden Park, Town equipment and an intermittent street closures impacting multiple streets in the Town of Minden between Spruce Street and Burrukia Street and US Highway 395 and Wildrose Drive and Labarantcha Road for small periods of time between the hours of 7:30am and 11:30am on November 25th, 2021. It is anticipated that no street or intersection along the run route will be closed for longer than 5 minutes at a time. Fixed street closures also include closure of Esmeralda Ave. from Sixth Street to Fifth Street and Fifth Street from Esmeralda to Mono Ave. from 7:30am to 11:00am. Additional fixed street closures also ---PAGE BREAK--- Minden Town Board Minutes September 1, 2021 Page 2 of 5 include Sixth Street from Esmeralda Ave. to Mono Ave. and Mono Ave. from Sixth Street to Fifth Street from 7:30am to 9:00am 3. Approval of a request by Town Staff to partner with the Douglas High School Leadership Class to host a 2021 Homecoming event in Minden Park on Wednesday, September 22, 2021. Approval of this request would include setting a budget for Town participation in the event of up to $500 and waiving fees associated with street closure, use of Minden Park, use of Town equipment and assistance with the event by Town Staff. Town approval will also include closure of Esmeralda Avenue between Sixth Street and Third Street; and a portion of Third Street from Mono Avenue to Esmeralda Avenue from 4:30pm through 6:30 pm on the day of the event. Davis/Stangle moved and seconded approval of the Consent Agenda. Motion carries unanimously. ADMINISTRATIVE AGENDA: 1. For possible action: A presentation by the Carson Valley Arts Council to update the Town on its overall progress to date and future plans for CVAC. Possible action may include direction to Staff to work with the CVAC on an Arts & Culture Plan and Program. Appearance by Brian Fitzgerald, President Carson Valley Arts Council. Public Comment. This item was removed from the agenda. 2. For Discussion only: Presentation on the Retail Market Analysis for the downtown areas of Minden & Gardnerville prepared by RCG Economics and funded by a USDA-Rural Development grant. Appearance by Lisa Granahan, Douglas County Economic Vitality Manager, John Restrepo, Principal for RCG Economics LLC, and Dr. Tom Harris, Director of the University Center for Economic Development of University of Nevada- Reno. Public Comment. This item was removed from the agenda. 3. For possible action: Discussion and possible action to recommend to Douglas County approval, approval with conditions, continuance or denial of Development Application DP 21-0070, a Major Design Review Application to construct five townhome units located at the intersection of County Road and Second St. in Minden. This application has been submitted by East Fork Investments, LLC. which includes all of APN 1320-32- 111-079, a vacant parcel which consists of approximately 0.36 acres. Appearance Rob Anderson, P.E., RO Anderson Engineering. Mr. Thaler recused himself from the item as he has a familial relationship with the applicant. Keith Ruebens, on behalf of Rob Anderson, gave a brief presentation on the application for the project at the intersection of County Road and Second Street. He relayed that the applicant has no issue with all of the conditions that Staff has outlined. ---PAGE BREAK--- Minden Town Board Minutes September 1, 2021 Page 3 of 5 Board comments and questions included whether it would be required to have sprinklers. The architect concluded that he believed there would be a sprinkler requirement. Public comment: None After thoughtful and intelligent deliberation, Driscoll/Stangle moved and seconded approval of the application subject to meeting all of the conditions set forth in Staff’s recommendations. Motion carries 4-0 with Thaler recusing himself. 4. For possible action: Discussion and possible action to change the hours of operation for the Town of Minden Administrative Offices from 8:00am - 5:00pm, Monday thru Friday to 7:30am – 4:00pm, Monday thru Friday. Appearance by JD Frisby, Town Manager. Mr. Frisby gave a brief explanation of why this is coming forward to the Board for consideration. Public Comment: None After thoughtful and intelligent deliberation, Stangle/Thaler moved and seconded to approve a change of the hours of operation for the Town of Minden Administrative Offices from 8:00am - 5:00pm, Monday thru Friday to 7:30am – 4:00pm, Monday thru Friday. Motion carries unanimously. 5. For possible action: Discussion and possible action to accept, accept with conditions, continue or deny a proposal from the Park Pro Playgrounds for a) Jakes Wetland Pavilion project for an amount of $44,496.25 and b) Westwood Park Pavilion project for an amount of $44,496.25. If approved the Board may also authorize the Town Manager to execute an agreement for this project in a form acceptable to Town Counsel. Said Agreement may authorize the Town Manager to execute change orders up to 10% for each of the contract amounts. Appearance by JD Frisby, Town Manager. Mr. Frisby presented the background on the item and spoke to the process to receive the bids. He offered to answer any questions that the Board might have. Member Davis commented on how quick this came forward. Member Stangle made comments on receiving feedback from the public as to these projects and acknowledged that Staff does send their concerns on. Mr. Frisby relayed that it is currently coming in under the full budget, but when it comes time for the Town to look at installation costs, there will be a need to address the cost. Public comment: None After thoughtful and intelligent deliberation, Davis/Stangle moved and seconded approval of a proposal from the Park Pro Playgrounds for a) Jakes Wetland Pavilion project for an amount of $44,496.25 and b) Westwood Park Pavilion project for an amount of $44,496.25. If approved the Board may also authorize the ---PAGE BREAK--- Minden Town Board Minutes September 1, 2021 Page 4 of 5 Town Manager to execute an agreement for this project in a form acceptable to Town Counsel. Agreement may authorize the Town Manager to execute change orders up to 10% for each of the contract amounts. Motion carries unanimously. 6. For possible action: Discussion and possible action, to approve, approve with conditions, continue or deny a request by Town Staff to utilize Farr West Engineering to design the Fiscal Year 2021/2022 Town of Minden Waterline Replacement Project in the amount of $109,500. If approved, the Board may also authorize the Town Manager to execute an agreement for the same on behalf of the Town. Said Agreement may authorize the Town Manager to execute change orders up to 10% of the contract amount. Appearance by JD Frisby, Town Manager. Mr. Frisby provided information on the project and what the scope of this item is. Chairwoman Jackson asked if the Town has been happy with their work. Mr. Frisby relayed that the Town selected them as their top water project firm in the engineering pool. Public comment: None After thoughtful and intelligent deliberation, Driscoll/Stangle moved and seconded approval of a request by Town Staff to utilize Farr West Engineering to design the Fiscal Year 2021/2022 Town of Minden Waterline Replacement Project in the amount of $109,500. If approved, the Board may also authorize the Town Manager to execute an agreement for the same on behalf of the Town. Said Agreement may authorize the Town Manager to execute change orders up to 10% of the contract amount. Motion carries unanimously. 7. For possible action: Discussion and possible action to approve, approve with conditions, continue or deny a budget transfer to Machinery and Equipment in Retail and Wholesale Water, in an amount not to exceed $2,000 total, for the purchase of a replacement water truck. Appearance by JD Frisby, Town Manager. Mr. Frisby and Mrs. Hamer gave the background on this item as it relates to an increase to the amount previously approved CIP item. Public Comment: None After thoughtful and intelligent deliberation, Stangle/Davis move and seconded a budget transfer to Machinery and Equipment in Retail and Wholesale Water, in an amount not to exceed $2,000 total, for the purchase of a replacement water truck. Motion carries unanimously. 8. For possible action: Discussion and possible action to direct staff in relation to Staff Reports. Discussion shall include a Staff Report on the activities, progress on or status of assigned tasks and projects, or general information regarding operations and projects related to trash, retail and wholesale water service, and other functions of the Town of ---PAGE BREAK--- Minden Town Board Minutes September 1, 2021 Page 5 of 5 Minden. Appearance by Jeff Cady, Public Works Superintendent and JD Frisby, Town Manager. Mr. Frisby gave an update on several items of interest. Member Thaler asked if the Trash Crew has seen an increase in trash being spread from the Bears. Mr. Driscoll added to ask people to leave the bears alone.
