The Minden Town Board meeting was held starting at 5:30 p.m. on Wednesday, January 5, 2022, at 1602 Esmeralda Ave, Minden, Nevada. Board Members present: Susan Jackson, Bryan Davis, Roxanne Stangle, Steven Thaler and Bill Driscoll. Staff present: Ryan Russell, JD Frisby, Jeff Cady and Rachel Hamer. Chairman Driscoll called the meeting to order at 5:30 p.m. The Pledge of Allegiance was led by Member Susan Jackson. PUBLIC COMMENT: None APPROVAL OF AGENDA: Jackson/Davis moved and seconded approval of the January 5, 2022 Agenda. Motion carries unanimously. APPROVAL OF MINUTES: Stangle/Jackson moved and seconded approval of the December 1, 2021 Board Meeting Minutes. Motion carries unanimously. PRESENTATION OF AWARDS: Mr. Frisby relayed that this will be postponed until next month. ACKNOWLEDGEMENT OF GIFTS: None BOARD MEMBER REPORTS: Member Jackson relayed her thanks for all the help at the Wetlands. Member Thaler thanked Staff for the snow removal and wished he could have made the Christmas Celebration. Chairman Driscoll gave an update on the Good Governance Group. Alicia Main from the CV Chamber of Commerce gave an update on the past and coming events. The Board Members agreed to the following assignments: League of Cities/Susie Jackson – Chamber of Commerce/Driscoll – Visitors Authority/Thaler – Carson Valley Arts Council/Stangle CONSENT AGENDA: 1. Approval of the December 2021 financial report including claims paid November 19 2021 through December 23, 2021 for Fiscal Year 21/22. 2. Approval of TOWN OF MINDEN PROCLAMATION NO. 2022P-001: A proclamation declaring the Month of January as National Radon Action Month in Minden. Jackson/Stangle moved and seconded approval of the Consent Agenda. Motion carries unanimously. ---PAGE BREAK--- Minden Town Board Minutes January 5, 2022 Page 2 of 3 ADMINISTRATIVE AGENDA: 1. For possible action: Discussion and possible action to approve, approve with conditions, continue, or deny a draft Interlocal Lease Agreement between Douglas County, a political subdivision of the State of Nevada, and the Town of Minden, an unincorporated Town and political subdivision of the State of Nevada, to lease for 10 years, an upstairs portion of the Minden Public Works, located at 1330 Buckeye Road for an amount not to exceed $450 per month plus an additional $50 per month for utilities, and authorize the Town Manager to execute an agreement upon approval of the Douglas County Board of Commissioners. Appearance by JD Frisby, Town Manager and Patrick Cates, Douglas County Manager. Mr. Frisby gave a brief overview of the lease agreement and how the project has come along. Board comments included appreciation of the language in the contract. Public Comment: Mr. Pohlman brought up paragraph 7 regarding the utility rate that is set. After thoughtful and intelligent deliberation, Jackson/Thaler moved and seconded approval of the agreement as presented. Motion carries unanimously. 2. For possible action: Discussion and possible action to approve, approve with conditions, continue or deny Town of Minden Resolution TOM2022R-001 augmenting the FY2021/2022 budget. Appearance by JD Frisby, Town Manager. Mr. Altamirano gave a brief overview of this item and went over each of the funds. He pointed out where the need to augment is, and what can be set aside in reserves. Mr. Thaler asked clarifying questions regarding the water fund overage. Member Davis relayed he is looking forward to getting into more detail on the upcoming budget. Public Comment: None After thoughtful and intelligent deliberation, Thaler/Davis moved and seconded approval of Town of Minden Resolution TOM2022R-001 augmenting the FY2021/2022 budget. Motion carries unanimously. 3. For possible action: Discussion and possible action to provide direction to Town Staff regarding the proposed process for the development, review, consideration and possible approval of the Final Fiscal Year 2022/2023 Town of Minden Budget. No Board Comments. Public Comment: None After thoughtful and intelligent deliberation, Thaler/Jackson moved and seconded approval of the process for the Final Fiscal Year 2022/2023 Town of Minden Budget. Motion carries unanimously. Motion carries unanimously. 4. For possible action: Discussion and possible action to direct Staff in relation to Staff Reports. Discussion shall include a Staff Report on the activities, progress on or status of assigned tasks and projects, or general information regarding operations and projects related to trash, retail and wholesale water service, and other functions of the Town of Minden. Appearance by Jeff Cady, Public Works Superintendent and JD Frisby, Town Manager. Mr. Cady and Mr. Frisby gave the Board an update regarding several items of interest to the Town and offered to answer any questions or concerns that the Board may have. Board comments included some questions regarding an update on the Seeman Pond project. Mr. Frisby gave an update on that and the discussions revolving around the upcoming waterline replacements in Hwy 395. Public Comment: None ADJOURNMENT: Chairman Driscoll adjourned the meeting at 6:05pm.
