The Minden Town Board meeting was held starting at 5:30 p.m. on Wednesday, April 5, 2023, at 1602 Esmeralda Ave, Minden, Nevada. Board Members present: Susan Jackson, Bill Driscoll, Larry Walsh, Bryan Davis and Steven Thaler. Staff present: Ryan Russell, JD Frisby, Marcie Schurke, Jeff Cady and Rachel Hamer. Chairman Thaler called the meeting to order at 5:30 p.m. The Pledge of Allegiance was led by Member Jackson. PUBLIC COMMENT: Evelia Duncan gave public comment regarding mental health awareness month. She asked that the Gazebo be decorated with Green lights for the month of May. Michelle Scott gave public comment regarding lights for the Gazebo and asked if the Town could get LED lights that could change colors. APPROVAL OF AGENDA: Davis/Walsh moved and seconded approval of the April 5, 2023, Agenda as presented. Motion carries unanimously. APPROVAL OF MINUTES: Jackson/Driscoll moved and seconded approval of the March 1, 2023 Board Meeting Minutes. Motion carries unanimously. Jackson/Driscoll moved and seconded approval of the March 24, 2023 Special Board Meeting Minutes. Motion carries unanimously ACKNOWLEDGEMENT OF GIFTS: None BOARD MEMBER REPORTS: Member Driscoll gave an update on the Good Governance Group regarding the appointment of the interim County Manager. Member Jackson said the pavilion over at Jakes looks great. Chairman Thaler expressed appreciation over the quickness of the projects. CONSENT AGENDA: 2. Approval of a request by the Carson Valley Community Food Closet for the Town of Minden to sponsor and approve a 5k Fun Run/Walk, also known as the “Annual Carson Valley Turkey Trot”. Approval of this request would include approval of the route for the event and waiving the fees associated with the use of Minden Park, Town equipment and an intermittent street closures impacting multiple streets in the Town of Minden between Spruce Street and Burrukia Street and US Highway 395 and Wildrose Drive and Labarantcha Road for small periods of time between the hours of 7:30am and 11:30am on November 23rd, 2023. It is anticipated that no street or intersection along the run route will be closed for longer than 5 minutes at a time. Fixed street closures also include closure of Esmeralda Ave. from Sixth Street to Fifth Street and Fifth Street from Esmeralda to Mono Ave. from 7:30am to 11:00am. Additional fixed street closures also include Sixth Street from Esmeralda Ave. to Mono Ave. and Mono Ave. from Sixth Street to Fifth Street from 7:30am to 9:00am ---PAGE BREAK--- Minden Town Board Minutes April 5, 2023 Page 2 of 3 3. Approval of a request by Town Staff to close streets for a stop on the 2023 Hot August Nights Poker Run, August 3, 2023, from 8:00 a.m. to 4:00 p.m. Street Closures include: Esmeralda Avenue between Sixth Street and Fourth Street; Fifth Street between the Alley Way between Highway 395 and Esmeralda Avenue to Mono Avenue; Mono Avenue between Fifth Street and Sixth Street; and Sixth Street between Mono Avenue and Esmeralda Avenue. Walsh/Driscoll moved and seconded approval of the Consent Agenda with item #1 being pulled to the Administrative Agenda by Member Walsh. Motion carries unanimously. ADMINISTRATIVE AGENDA: Consent Item #1 Pulled – 1. Approval of the March 2023 financial report including claims paid February 18, 2023 through March 24, 2023 for Fiscal Year 22/23. Mr. Walsh asked questions regarding the claims paid and wondered why there are no paid claims for the stipend checks. Ms. Hamer explained that this is purely timing and the date cut off for the posting of the agenda. Public Comment: None After thoughtful and intelligent deliberation, Walsh/Jackson moved to approve the March 2023 financial report including claims paid February 18, 2023 through March 24, 2023 for Fiscal Year 22/23. Motion carries unanimously. 1. For possible action: Discussion and possible action to approve, approve with conditions, continue or deny the Town of Minden Fiscal Year 2023-2024 tentative budget. Appearance by Marcie Schurke, Town Senior Accountant and JD Frisby, Town Manager. Ms. Schurke and Mr. Frisby gave a presentation on the tentative budget. They went over each of the funds and highlighted changes and items of interest and changes from last fiscal year. The Board thanked Staff for being willing to meet with them to go over the numbers in detail. Public comment: None After thoughtful and intelligent deliberation, Driscoll/Walsh moved and seconded approval of the Town of Minden Fiscal Year 2023-2024 tentative budget as presented. Motion carries unanimously. 2. For possible action: Discussion and possible action to 1) review the form and process for the 2022-2023 evaluation of the Minden Town Manager; and 2) to appoint a ---PAGE BREAK--- Minden Town Board Minutes April 5, 2023 Page 3 of 3 representative to collect the evaluations from each Board Member for presentation/approval at a future meeting of the Minden Town Board. Appearance by Rachel Hamer, Administrative Service Manager. Mr. Thaler asked the fellow Board Members if they had a desire to change anything. Board Members concluded that there was no need to change the existing form or procedure. Public comment: None After thoughtful and intelligent deliberation, Davis/Driscoll moved and seconded to approve the form as presented and to appoint Town Counsel to collect and compile the responses to be presented at the next Board Meeting. Motion carries unanimously. 3. For possible action: Discussion and possible action to direct Staff in relation to Staff Reports. Discussion shall include a Staff Report on the activities, progress on or status of assigned tasks and projects, or general information regarding operations and projects related to trash, retail and wholesale water service, and other functions of the Town of Minden. Appearance by Jeff Cady, Public Works Superintendent and JD Frisby, Town Manager. Mr. Cady offered to answer any questions the Board may have on his report. Mr. Frisby gave an update on several items of interest and the status of several projects. Mr. Thaler mentioned they are trying to bring back the breakfast with the Board of County Commissioners. Ms. Hamer asked the Board to save the date for the Carson Valley Days breakfast on June 10th, 2023. Public comment: None ADJOURNMENT: Chairman Thaler adjourned the meeting at 6:09 p.m.
