The Minden Town Board meeting was held starting at 5:30 p.m. on Wednesday, March 2, 2022, at 1602 Esmeralda Ave, Minden, Nevada. Board Members present: Bryan Davis, Susan Jackson, Steven Thaler and Bill Driscoll. Staff present: Ryan Russell, JD Frisby, Jeff Cady and Rachel Hamer. Chairman Driscoll called the meeting to order at 5:30 p.m. The Pledge of Allegiance was led by Vice-Chair Thaler. PUBLIC COMMENT: None APPROVAL OF AGENDA: Thaler/Jackson moved and seconded approval of the March 2, 2022 Agenda with an amendment to item #2 that the date of the event be June 4, 2022. Motion carries unanimously. APPROVAL OF MINUTES: Davis/Thaler moved and seconded approval of the February 2, 2022 Board Meeting Minutes. Motion carries unanimously. PRESENTATION OF AWARDS: Mr. Frisby presented two employee awards. Both Saul Cruz-Alvarez and Jeff Cady were recognized for five years of service. ACKNOWLEDGEMENT OF GIFTS: Mr. Frisby gave a brief thank you to Model Dairy and Alpen Sierra for their donations to the upcoming events. BOARD MEMBER REPORTS: Member Jackson expressed excitement regarding the Seeman Ranch Park. Vice Chair Thaler thanked Staff for the yard waste reminder. Chairman Driscoll gave an update on the Good Governance Group’s meeting. CONSENT AGENDA: 1. Approval of the February 2022 financial report including claims paid January 21, 2022 through February 17, 2022 for Fiscal Year 21/22. Jackson/Thaler moved and seconded approval of the Consent Agenda. Motion carries unanimously. ADMINISTRATIVE AGENDA: 1. For possible action: Discussion and possible action to approve, approve with conditions, continue or deny a request by Douglas County Parks and Recreation to waive park rental fees, provide staff to monitor the park, assist with cleanup of the events and provide trash dumpsters at no charge for each concert in the park and to contribute Town Funds not to exceed $5,500 in fiscal year 2021-2022 to sponsor the 2022 Summer Concert Series, which include two concerts in FY 21/22 and three concerts in FY22/23. Approval of the request will include: closure of Fifth Street between Esmeralda and Mono Avenue from 7:00am to 8:00pm and Esmeralda Avenue from Fifth Street to Sixth Street from 5:00pm to 8:00pm ---PAGE BREAK--- Minden Town Board Minutes March 2, 2022 Page 2 of 5 May 27th, June 17th, July 8th, August 5th and August 26th for the 2022 Summer Concert Series. Appearance by Georgianna Dress-Wasmer, Recreation Coordinator for Douglas County Community Services. Ms. Dress-Wasmer gave a brief explanation of the change this year and offered to answer any questions the Board may have. Board comments included appreciation of the event and how many co-sponsors there are for each night. For possible action: Discussion and possible action to approve, approve with conditions, or deny a request by the Northern Nevada Chapter of Inliners International for a street closure and fee waiver for a Car Show. If approved, closure will include Esmeralda Ave between Fourth Street and Sixth Street and Fifth Street from Mono Ave to the Alley between US Hwy 395 and Esmeralda Avenue from 6:00am to 4:00pm on June 4, 2022. Appearance by Margie Azzaro. Ms. Azzaro presented information on the club and the event and offered to answer any questions that the Board may have. No Board Comments, Mr. Frisby relayed that Staff is in support of the changes to the street closure as this will provide better traffic safety. Public comment: None After thoughtful and intelligent deliberation, Davis/Thaler moved and seconded approval of a request by the Northern Nevada Chapter of Inliners International for a street closure and fee waiver for a Car Show. Approval includes, closure of Esmeralda Ave between Fourth Street and Sixth Street and Fifth Street from Mono Ave to the Alley between US Hwy 395 and Esmeralda Avenue from 6:00am to 4:00pm on June 4, 2022. Motion carries unanimously. 3. For possible action: Discussion and possible action to provide direction to Staff regarding a Nevada League of Cities and Municipalities (NLCM) presentation on the recently ---PAGE BREAK--- Minden Town Board Minutes March 2, 2022 Page 3 of 5 adopted One Nevada Plan and dues formula for FY2022-23. Possible action may include providing staff direction on how to proceed with membership renewals with the NLCM. Appearance by Wesley Harper, Executive Director of the Nevada League of Cities and Municipalities. Mr. Harper gave the background on the Nevada League of Cities as well as a presentation on the One Nevada Plan. He highlighted items that the Nevada League of Cities has assisted Minden on. He brought up the increase of dues. Board questions revolved around the cost increase and what Minden gets from this membership. Mr. Harper relayed the financial state of the League as well as what they provide to Minden. Board Members expressed frustration with the lack of return on the dues that have been paid to date. Public comment: Ms. Saucedo gave public comment in favor of the League. After thoughtful and intelligent deliberation, Thaler/Jackson to direct Staff to not renew the membership with Nevada League of Cities. Motion passes with 3-1 with Davis voting no. 4. For possible action: Discussion and possible action to approve, approve with conditions, continue or deny a request by Michelle Harmon, dba Fifth Street Salon, to lease 1604 Esmeralda Avenue, Suite 202, Minden, NV for $488 plus a $50 flat rate for utilities per month or an amount to be determined by the Board. Possible action may include authorizing the Town Manager to execute a lease agreement with a one-year lease term and a one-year renewal option for the same in a format acceptable to Town Counsel. Appearance by JD Frisby, Town Manager. Mr. Frisby gave a brief explanation of the lease and offered to answer any questions the Board may have. Public Comment: None After thoughtful and intelligent deliberation, Jackson/Thaler moved and seconded approval of a request by Michelle Harmon, dba Fifth Street Salon, to lease 1604 Esmeralda Avenue, Suite 202, Minden, NV for $488 plus a $50 flat rate for utilities per month or an amount to be determined by the Board. Possible action may include authorizing the Town Manager to execute a lease agreement with a one-year lease term and a one-year renewal option for the same in a format acceptable to Town Counsel. Motion carries unanimously. 5. For possible action: Discussion and possible action to approve, approve with conditions, continue or deny a request by Eduardo and Susan A. Almeida, dba Minden Electric to lease 1604 Esmeralda Avenue, Suite 203, Minden, NV for $488 plus a $50 flat rate for utilities per month or an amount to be determined by the Board. Possible action may include authorizing the Town Manager to execute a lease agreement with a one-year lease term ---PAGE BREAK--- Minden Town Board Minutes March 2, 2022 Page 4 of 5 and a one-year renewal option for the same in a format acceptable to Town Counsel. Almeida, dba Minden Electric to lease 1604 Esmeralda Avenue, Suite 203, Minden, NV for $488 plus a $50 flat rate for utilities per month or an amount to be determined by the Board. Possible action may include authorizing the Town Manager to execute a lease agreement with a one-year lease term and a one-year renewal option for the same in a format acceptable to Town Counsel. Motion carries unanimously. 6. For possible action: Discussion and possible action to approve, approve with conditions, continue, or deny a request by Eduardo and Susan A. Almeida, dba Minden Electric to lease 1604 Esmeralda Avenue, Suite 201 for $438 per month plus a $50 flat rate per month for utilities. Possible action may include authorizing the Town Manager to execute the subject lease with any conditions imposed by the Board. Appearance by JD Frisby, Town Manager. Mr. Frisby gave the background on this item and why Staff is looking to change the lease agreement. Public Comment: None After thoughtful and intelligent deliberation, Thaler/Davis moved and seconded approval of a request by Eduardo and Susan A. Almeida, dba Minden Electric to lease 1604 Esmeralda Avenue, Suite 201 for $438 per month plus a $50 flat rate per month for utilities as presented with the condition that the Town Manager is authorized to provide 30 days notice when, at his discretion, the time is right. Motion carries unanimously. 7. For possible action: Discussion and possible action to provide direction to Staff regarding a staff presentation on the 2021 Financial State of the Town for the Town of Minden. Appearance by Seth Altamirano, Senior Accountant and JD Frisby, Town Manager. Mr. Frisby gave a presentation on the current Town financial status. He went over the revenues and expenditures of each of the funds as well as where the large projects are in each of those funds. He offered to answer any questions that the Board may have. Member Thaler asked about the possible tax changes at the County level. Public comment: None ---PAGE BREAK--- Minden Town Board Minutes March 2, 2022 Page 5 of 5 No Motion. 8. For possible action: Approval of a request by Town Staff to close the following streets for the Town of Minden 4th of July Celebration and Children’s Patriotic Bike Parade from 8:00am until 4:00pm on Monday, July 4, 2022: Esmeralda Avenue from Fourth Street to Sixth Street and Mono Avenue from Fifth Street to Sixth Street, and Fifth Street from the Alley between US Hwy 395 and Esmeralda Avenue to Mono Avenue, and Sixth Street from Esmeralda Avenue to Mono Avenue. Appearance by JD Frisby, Town Manager. Mr. Frisby relayed why this comes to the Board on the Administrative Agenda, as there is a change on the street closures for safety. Public comment: None After thoughtful and intelligent deliberation, Thaler/Davis moved and seconded approval of a request by Town Staff to close the following streets for the Town of Minden 4th of July Celebration and Children’s Patriotic Bike Parade from 8:00am until 4:00pm on Monday, July 4, 2022: Esmeralda Avenue from Fourth Street to Sixth Street and Mono Avenue from Fifth Street to Sixth Street, and Fifth Street from the Alley between US Hwy 395 and Esmeralda Avenue to Mono Avenue, and Sixth Street from Esmeralda Avenue to Mono Avenue. Motion carries unanimously. 9. For possible action: Discussion and possible action to direct Staff in relation to Staff Reports. Discussion shall include a Staff Report on the activities, progress on or status of assigned tasks and projects, or general information regarding operations and projects related to trash, retail and wholesale water service, and other functions of the Town of Minden. Appearance by Jeff Cady, Public Works Superintendent and JD Frisby, Town Manager. Mr. Cady offered to answer any questions that the Board may have regarding his submitted Staff Report. He relayed that the asphalt grinder has been delivered. Mr. Frisby gave an update on several items of interest and projects that are currently moving forward. Public Comment: Mr. Carlo Luri offered to answer any questions that individuals may have and that he would make himself available. ADJOURNMENT: Chairman Driscoll adjourned the meeting at 7:15pm.
