The Minden Town Board meeting was held at 5:30 p.m. on Wednesday, February 1, 2017, at 1602 Esmeralda Avenue, Minden, Nevada. Board Members present: Matt Bernard, Glen Radtke, Roxanne Stangle, John Stephans and Bill Souligny. Staff present: Jenifer Davidson, Trish Koepnick, Ted Thran and Ryan Russell. Chairman Souligny called the meeting to order at 5:30 p.m. The Pledge of Allegiance was led by Ms. Stangle. PUBLIC COMMENT: A representative from Bently gave an update on the Bently Heritage project. APPROVAL OF AGENDA Bernard/Stangle moved to approve the February 1, 2017 agenda as published. Motion carried unanimously. APPROVAL OF MINUTES: Stangle/Bernard moved to approve the minutes of the January 4, 2017 Board Meeting. Motion carried unanimously. ACKNOWLEDGEMENT OF GIFTS: None BOARD MEMBER REPORTS: Mr. Bernard reported he had attended his first Main Street Minden meeting. CONSENT AGENDA FOR POSSIBLE ACTION: 1. Approval of the January 2017 financial report including claims paid December 23, 2016 through January 19, 2017 for fiscal year 2017. 2. Confirm Town of Minden Resolution Number TOM-2015R-02 adopting the Town Board’s Norms and Procedures. The Town Board is required to review and confirm the Town Board Norms and Procedures annually. 3. Approval of Town of Minden Resolution #2017R-012 augmenting the FY2016/2017 budget. Stephans/Stangle moved to approve the Consent Agenda. Motion carried unanimously. ADMINISTRATIVE AGENDA: 1. Not for possible action: Discussion regarding a presentation on the background and financial status of the Minden Gardnerville Sanitation District. Appearance by Ray Wilson, Chairman and Bob Allgeier Treasurer, of the MGSD Board of Trustees. Mr. Wilson and Mr. Allgeier each spoke concerning possible misconceptions concerning MGSD, as well as information concerning connection fees, budget and accounting system. 2. For possible action: Discussion and possible action to approve, approve with conditions, continue or deny a request to sponsor the 2017 Minden-Tahoe Airport’s Aviation Roundup and to contribute an amount to be determined by the Town Board to the event. Appearance by Bobbi Thompson, Manager of the Minden-Tahoe Airport. ---PAGE BREAK--- Minden Town Board Minutes February 1, 2017 Page 2 of 3 Mr. Chernock from the Chamber of Commerce introduced a short film depicting the air show. Ms. Thompson spoke about the featured performers at the air show scheduled for October 7-8, 2017 and thanked the Board for whatever support they could give. Public comment: None Stephans/Stangle moved to approve a request to sponsor the 2017 Minden-Tahoe Airport’s Aviation Roundup and to contribute an amount of $3,500 to the event. Motion carried unanimously. 3. For possible action: Discussion and possible action to approve, approve with conditions, continue or deny a responsive bid to equip and tie-in Well 11 and Well 1 located within the Bently Heritage District as part of the Town of Minden Well #1 re-drill, also known as the Well #11 project; and if approved authorize the Chairman to execute an agreement for the same on behalf of the Town. Ms. Davidson introduced this item and gave the background. No Board comment. No public comment. Stephans/Bernard moved to accept the low bid of Sierra Nevada Construction in the amount of $542,007.00 to equip and tie-in Well 11 and Well 1 located within the Bently Heritage District as part of the Town of Minden Well #1 re-drill, also known as the Well #11 project, and authorize the Chairman to execute an agreement for the same on behalf of the Town. Motion carried unanimously. 4. For possible action: Discussion and possible action to provide direction to Town Staff regarding the proposed process for the development, review, consideration and possible approval of the Final Fiscal Year 2017/2018 Town of Minden Budget. Appearance by Ted Thran, Accountant and Jenifer Davidson, Town Manager. Mr. Thran reviewed the outlined process and asked the Board if there is any desire to change the schedule. Ms. Davidson noted that we can consider a line item for Board discretion to apply to unanticipated requests. No public comment. 5. For possible action: Discussion and possible action to 1) review the form and process for the 2016 evaluation of the Minden Town Manager; and 2) to appoint a representative to collect the evaluations from each board member for presentation/approval at a future meeting of the Minden Town Board. Appearance by Ryan Russell, Town Attorney. Mr. Russell noted the changes in the draft evaluation and asked for Board feedback in the process. Ms. Davidson noted the process was acceptable to her. No public comment. Stephans/Stangle moved to review the form and process for the 2016 evaluation of the Minden Town Manager using the form included in the packet and to appoint Mr. Ryan Russell to collect the evaluations from each Board member for presentation/approval at a future meeting of the Minden Town Board. For possible action: Discussion and possible action to direct staff in relation to Staff Reports. Discussion shall include a Staff Report on the activities, progress on or status of assigned tasks and projects, or general information regarding operations and projects related to trash, retail and wholesale water service, and other functions of the Town of Minden. Appearance by Jenifer Davidson, Town Manager. Ms. Davidson gave an update on bill pay, web site repair, the trash recycle pilot program, and upcoming strategic planning by supervisory staff, storm drainage planning, and the alley waterline project. She noted that we are now fully staffed. Board comment included noting how happy and great our crew is right now. Public comment: A member of the public encouraged the Board to give consideration to not subsidizing the drainage plan for the County as Minden residents already pay for this. 7. For possible action: Discussion and possible action to provide direction to Town Staff regarding Town Staff report on a bill(s) or bill draft request(s) (“BDR”) listed on the Nevada Legislature website (http://www.leg.state.nv.us/Session/79th2017/) for the 79th (2017) Nevada Legislative which may affect the Town of Minden or its Board. Appearance by Jenifer Davidson, Town Manager. Ms. Davidson noted that she will review the drafts when available and keep the Board updated. No Board comment. No public comment. FINAL PUBLIC COMMENT: Members of the public suggested that the MGSD connection fee rate structure may be causing economic harm to the community and encouraged them to take a hard look at this in light of the future of the community as well as their own. A member of the community asked the board to consider raising the Minden Town Board salary in order to attract prospective board members in light of the significantly increased work load. ADJOURNMENT: Ms. Stangle moved to adjourn the meeting at 6:58 p.m.
