The Minden Town Board meeting was held starting at 5:30 p.m. on Wednesday, December 2, 2020, in a Zoom meeting as well as, at 1602 Esmeralda Ave, Minden, Nevada. Board Members present: Roxanne Stangle, John Stephans, Bill Driscoll and Susie Jackson. Staff present: Ryan Russell, JD Frisby, Seth Altamirano, Jeff Cady and Michelle Brown. Chairman Stephans called the meeting to order at 5:30 p.m. The Pledge of Allegiance was led by John Stephans. PUBLIC COMMENT: Mr. Turner shared a video clip on COVID-19, he cited several articles and videos. Mr. Pohlman shared concern for the drainage design at the Heybourne Meadows phase V project. Mr. Slade shared concerns of the growth and development of the Buckeye Farms Specific Plan. Mr. Jacobs provided public comment, see attached. APPROVAL OF AGENDA: Driscoll/Jackson moved and seconded approval of the December 2, 2020 Agenda. Motion carries unanimously. APPROVAL OF MINUTES: Jackson/Bernard moved and seconded approval of the November 4, 2020 Board Meeting Minutes. Motion carried unanimously. ACKNOWLEDGEMENT OF GIFTS: Mr. Frisby thanked Mike Hickey for the donation of photographs of the Westwood development site. He also thanked the CVI for the donation of cookies for the Gazebo lighting. CEREMONIAL PRESENTATIONS 1. TOWN OF MINDEN PROCLAMATION NO. 2020P-003: A Proclamation recognizing Board Member John Stephans for twelve years of dedicated service to the Town of Minden. Mr. Frisby gave the proclamation for Mr. Stephan’s twelve years of dedicated service to the Town of Minden. BOARD MEMBER REPORTS: Mr. Bernard gave an update on the Seeman Pond and the status of the grant. Ms. Jackson provided information about attending the Wreaths across America. CONSENT AGENDA: 1. Approval of the November 2020 financial report including claims paid October 23, 2020 through November 19, 2020 for Fiscal Year 20/21. Bernard/Stangle moved and seconded approval of the Consent Agenda. Motion carries unanimously. ADMINISTRATIVE AGENDA: ---PAGE BREAK--- Minden Town Board Minutes December 2, 2020 Page 2 of 4 1. For possible action: Discussion and possible action to recommend to Douglas County Staff approval, approval with conditions, continuance or denial of a Specific Plan for the Buckeye Farm Agrihood, Douglas County Application DP 20-0218, which includes without limitation approximately 2,218 residential parcels, 48.3 acres of commercial zoning over 1044 acres in Douglas County, noted in the Minden and Gardnerville Plan for Prosperity as Future Urban Reserve for the Town of Minden. This application has been submitted by David Park, as it pertains to the Minden/Gardnerville future land use map. Appearance Keith Ruben, Director of Planning and Robert Anderson, Professional Engineer, RO Anderson Engineering. Mr. Driscoll recused himself from this item as he works in a capacity for R.O. Anderson. Mr. Ruben gave a presentation on the Specific Plan for the Buckeye Farm Agrihood and provided additional information to questions and concerns made by the Board. Mr. Driscoll concerns likes the overall plan. The plan addresses everything with the exception of law enforce, fire, ems, the airport. I would like to see statements from law enforcement regarding what this development is going to do, what the sheriff is going to need to protect this community. There is 50-acre parcel for municipal development. The county should have a 5 year first right of refusal on that property, the longer they wait to buy it the more expensive that property is going to become. I think that property should be donated to the county for their development. After thoughtful and intelligent deliberation, Driscoll/Jackson moved and seconded to recommend approval of the plan as presented, including conditioned requirements identified by Town Staff, with Mr. Driscoll’s comments noted for the record in the minutes. Motion Carries 4-0 with Bernard abstaining. 2. For possible action: Discussion and possible action for the Town of Minden to formally accept all park improvements constructed within Phase V of the Heybourne Meadows subdivision, accept the same with conditions, continue or deny this request. Park improvements subject to this item include without limitation sod, irrigation, planter strips, playground equipment, trash receptacles, BBQ pits, shade structures, etc., located within the park in Heybourne Meadows Phase V. Appearance by Robert Anderson, Principal Engineer, RO Anderson Engineering. Mr. Driscoll recused himself from this item as he works in a capacity for R.O. Anderson Mr. Anderson gave a brief explanation on the improvements. No Board Comments. After thoughtful and intelligent deliberation, Jackson/Stangle moved and seconded to accept the park improvements for the Phase V Heybourne Meadows subdivision to the Town of Minden for maintenance with the condition that any issues found in the spring startup will be covered and fixed by the Contractor. For possible action: Discussion and possible action to approve, approve with conditions, continue or deny the request to pay the previously awarded 4% salary increase as a one- time lump sum amount for any employee who is not eligible for a salary increase due to being at the top of the salary range, consistent with the policy on merit increases. Appearance by JD Frisby, Town Manager. Mr. Frisby explained that some employees are at the top of the salary range therefore they will receive a one-time lump sum. After thoughtful and intelligent deliberation, Stangle/Bernard moved and seconded approval of a request to pay the previously awarded 4% salary increase as a one-time lump sum amount for any employee who is not eligible for a salary increase due to being at the top of the salary range, consistent with the policy on merit increases. Motion carries unanimously. 4. For possible action: Discussion and possible action to elect the Minden Town Board Chairman for calendar year 2021. Appearance by John Stephans, Chairman of the Minden Town Board. Mr. Stephans nominated Ms. Jackson. Ms. Jackson accepted the nomination. No other nominations were made. Public comment: None After thoughtful and intelligent deliberation, Stephans/Driscoll moved and seconded to elect Susie Jackson as the Minden Town Board Chairman for calendar year 2021. Motion carries unanimously. 5. For possible action: Discussion and possible action to elect the Minden Town Board Vice- Chairman for calendar year 2021. Appearance by John Stephans, Chairman of the Minden Town Board. Mr. Stephans nominated Bill Driscoll. Mr. Driscoll accepted nomination. No other nominations were made. Public comment: None After thoughtful and intelligent deliberation, Stephans/Jackson moved and seconded to elect Bill Driscoll as the Minden Town Board Vice-Chairman for calendar year 2021. For possible action: Discussion and possible action to direct staff in relation to Staff Reports. Discussion shall include a Staff Report on the activities, progress on or status of assigned tasks and projects, or general information regarding operations and projects related to trash, retail and wholesale water service, and other functions of the Town of Minden. Appearance by Jeff Cady, Public Works Superintendent and JD Frisby, Town Manager. Mr. Frisby thanked staff for setting up Christmas lights around town. He provided updates about the Fishing Pond Grant and the Design Guidelines. Mr. Frisby opened the floor to the Board for any questions. No Board Comments. PUBLIC COMMENT: Mr. Pohlman continued his comments on storm water and the outside development area. Mr. Turner provided comment on COVID-19; he cited several articles and videos in regards to agenda 21, globalist, and communism. Mr. Jacobsen brought concern over bringing public comment back to each item. Thanked Mr. Stephans for his service to our country and to the Town. Use caution when clicking links or opening attachments. Town Board Members, I encourage your support of the Specific Plan proposal by Park Holdings in front of you today. You may recall my presentation I gave you this January on “Agrihoods for Douglas County”. At that point I explained to you the work a group of local citizens was doing…a group we called the Agrihood Interest Group. I discussed the 3 years of study and the plans to prepare a strategy for the county. This groups work continued and recently the county accepted the strategy we prepared. At your meeting in January, I felt the Minden Board was in full support of the Agrihooid idea. Now, you have a specific proposal in front of you. This proposal is about farming, open space, trails, a wonderful place to live and raise families. Unfortunately, I hear some in our valley who say this proposal is about development….this is the wrong focus for you our leaders. It is about all those things I discussed with you last January. It is about the hundreds of families that come to our farm to buy produce and share in their conversation about their lives. This is about community and how to strengthen it. Just look at the layouts and written descriptions and imagine you or your families or friends living there. What could be better! You all know I have spent the last 3 years learning and sharing how this Agrihood idea could work to improve the values in our community. I will not go through these again tonight. I will remind you that supporting the plans by Park Holdings will reward you and the community in the years to come. Thank you.
