The Minden Town Board meeting was held starting at 5:30 p.m. on Wednesday, December 1, 2021, at 1602 Esmeralda Ave, Minden, Nevada. Board Members present: Susan Jackson, Bryan Davis, Roxanne Stangle, Steven Thaler and Bill Driscoll. Staff present: Ryan Russell, JD Frisby, Jeff Cady and Rachel Hamer. Chairwoman Jackson called the meeting to order at 5:30 p.m. The Pledge of Allegiance was led by Vice Chairman Bill Driscoll. PUBLIC COMMENT: Mr. Turner gave public comment regarding several items including but not limited to COVID-19, 5G, and cited several works of literature and videos. APPROVAL OF AGENDA: Thaler/Driscoll moved and seconded approval of the December 1, 2021 Agenda. Motion carries unanimously. APPROVAL OF MINUTES: Davis/Thaler moved and seconded approval of the November 3, 2021 Board Meeting Minutes. Motion carries 4-0 with Stangle abstaining as she was not present at the last meeting. ACKNOWLEDGEMENT OF GIFTS: Mr. Frisby thanked the Carson Valley Inn for their donation of cookies to the Gazebo Lighting as well as Santa for joining us for this weekend. BOARD MEMBER REPORTS: Member Thaler thanked Staff for making the Town look great. Vice Chair Driscoll relayed his excitement for the upcoming events. Chairwoman Jackson thanked her fellow Board Members and Staff for making this year a great one and for everyone’s support. CONSENT AGENDA: 1. Approval of the November 2021 financial report including claims paid October 22, 2021 through November 18, 2021 for Fiscal Year 21/22. Thaler/Stangle moved and seconded approval of the Consent Agenda. Motion carries unanimously. ADMINISTRATIVE AGENDA: 1. For possible action: Discussion and possible action to formally accept, accept with conditions, continue or deny improvements such as water system and storm drains, as well as dedication of streets for the La Costa Phase 4B to the Town of Minden for maintenance. Appearance by Rob Anderson, RO Anderson Engineering. ---PAGE BREAK--- Minden Town Board Minutes December 1, 2021 Page 2 of 3 Mr. Anderson relayed what the project was and offered to answer any questions that the Board may have. No questions from the Board and Staff relayed that everything has already been inspected. Public Comment: None After thoughtful and intelligent deliberation, Driscoll/Thaler moved and seconded to accept improvements such as water system and storm drains, as well as dedication of streets for the La Costa Phase 4B to the Town of Minden for maintenance when and if one water permit is paid for and established and the improvements have been re-inspected if Staff deems it necessary. Motion carries unanimously. 2. For presentation only: Presentation on the progress of the Martin Slough Trail Project. Appearance by Jeremy Hutchings, Douglas County Engineer. Mr. Hutchings gave a presentation regarding the Martin Slough Multi-Modal Trail Project. He relayed to the Board that they are looking for additional funding for the project as it came in over bid. He acknowledged that this item is only for presentation and that no action can be taken at this time, but was willing to answer any questions that they may have. Mr. Thaler asked clarifying questions regarding the Staff’s estimate of cost for the project. Member Davis relayed that he was thankful to have this come forward. Public Comment: None No Action. Mr. Frisby relayed that this item had come to the Board back in 2015 regarding an agreement for the maintenance cost, and was not approved. 3. For possible action: Discussion and possible action to elect the Minden Town Board Chairman for calendar year 2022. Appearance by Susan Jackson, Chairwoman of the Minden Town Board. Member Thaler nominated Vice Chair Driscoll, he accepted. No other nominations were made. Public Comment: None After thoughtful and intelligent deliberation, Thaler/Stangle moved and seconded electing Bill Driscoll as the Minden Town Board Chairman for the calendar year 2022. Motion carries unanimously. 4. For possible action: Discussion and possible action to elect the Minden Town Board Vice-Chairman for calendar year 2022. No other nominations were made. Public Comment: None After thoughtful and intelligent deliberation, Driscoll/Jackson moved and seconded electing Steve Thaler as the Minden Town Board Vice Chairman for the calendar year 2022. Motion carries unanimously. 5. For possible action: Discussion and possible action to direct Staff in relation to Staff Reports. Discussion shall include a Staff Report on the activities, progress on or status of assigned tasks and projects, or general information regarding operations and projects related to trash, retail and wholesale water service, and other functions of the Town of Minden. Appearance by Jeff Cady, Public Works Superintendent and JD Frisby, Town Manager. Mr. Cady and Mr. Frisby gave an update to the Board regarding several items of interest and projects. Board comments included thanking Staff for all that is done to decorating the Town for Christmas. They thanked Chairwoman Jackson for her leadership and all her efforts in the past year. Public Comment: Mr. Jacobsen relayed his admiration of Chairwoman Jackson and how proud he is of what she had done this year. ADJOURNMENT: Chairwoman Jackson adjourned the meeting at 5:59 p.m.
