The Minden Town Board meeting was held starting at 5:30 p.m. on Wednesday, July 7, 2021, at 1602 Esmeralda Ave, Minden, Nevada. Board Members present: Susan Jackson, Bill Driscoll, Bryan Davis, Roxanne Stangle and Steve Thaler. Staff present: Ryan Russell, Rachel Hamer, and Michelle Brown. Chairwoman Jackson called the meeting to order at 5:30 p.m. The Pledge of Allegiance was led by Member Roxanne Stangle. PUBLIC COMMENT: Mr. Jerry Turner provided public comment on a variety of items including but not limited to COVID-19, 5G, citing several books, articles and videos, Agenda 21, globalists and the money barons. Mr. Erardy provided public comment to thank the Town for allowing him to help with the 4th of July event. APPROVAL OF AGENDA: Thaler/Driscoll moved and seconded approval of the July 7, 2021 Agenda. Motion carries unanimously. APPROVAL OF MINUTES: Driscoll/Stangle moved and seconded approval of the June 2, 2021 Board Meeting Minutes. Motion carries unanimously. ACKNOWLEDGEMENT OF GIFTS: Donations from Model Dairy for Carson Valley Days and 4th of July, Alpine Sierra Coffee for Carson Valley Days, CVI for 4th of July, Pax Christian Church for volunteering at the 4th of July Celebration. BOARD MEMBER REPORTS: Mr. Davis attended a NV League of Cities meeting and learned of a seminar in Sparks in August that he will be attending. Ms. Stangle attended the Carson Valley Arts Council meeting and expressed the desire to see Minden get more involved and requested to have CVAC put on the agenda for Mr. Fitzgerald to present some of the things they are working on. She also thanked Ms. Hamer for her time and effort in organizing the events. Driscoll expressed the Chamber of Commerce is concerned with County actions and how they are going to affect the business community. Ms. Jackson thanked staff for their effort with the events that are put on. CONSENT AGENDA: 1. Approval of the June 2021 financial report including claims paid May 21, 2021 through June 24, 2021 for Fiscal Year 20/21. 2. Approval of a request by Mike Schiller for a street closure on August 13, 2021 from 3:00 p.m. to 11:30 p.m. for the Main Street Car Show & Shine event. Approval of this event would include closure of Esmeralda Avenue from Sixth Street to 4th Street; Mono Avenue from Sixth Street to Fifth Street; Fourth Street from the Alley between US Hwy 395 and Esmeralda Avenue to Esmeralda Avenue; Fifth Street from the Alley between ---PAGE BREAK--- Minden Town Board Minutes July 7, 2021 Page 2 of 3 US Hwy 395 and Esmeralda Avenue to Mono Avenue; and Sixth Street between Esmeralda Avenue and Mono Avenue. Driscoll/Davis moved and seconded approval of the Consent Agenda. Motion carries unanimously. ADMINISTRATIVE AGENDA: 1. For possible action: Discussion and possible action to review and confirm, confirm with conditions, continue or repeal the Town of Minden Resolution Number TOM-2015R-01, A Resolution of the Town Board of Minden Calling for System Wide Voluntary Water Restrictions, including but not limited to, staff suggested alternate watering days and specific watering times in the Town of Minden and calling for the implementation of similar voluntary measures for the Town’s Wholesale customers. The Town Board is required to evaluate this resolution annually at the regular Board meeting in March. Appearance by JD Frisby, Minden Town Manager. Ms. Hamer gave a presentation on the resolution to continue voluntary water restrictions and opened it to the board to make any changes or updates as needed. The Board expressed that there are no changes needed at this time and agreed to continue the Voluntary Water Restriction Resolution #TOM-2015R-01 as written in the Resolution. They also would like to remind residents to conserve water when they can. Public comment: Mr. Pohlman asked how the Town will publicize the resolution to help inform the new folks. Ms. Hamer explained the use of the Town’s social media, website and newsletter to inform the residents about the resolution. 2. For possible action: Discussion and possible action to approve, approve with conditions, continue or deny a bid from Desert Star Landscaping in an amount of $81,600 per year for landscaping services. If approved, the Board may also authorize the Town Manager to execute an agreement for the same on behalf of the Town. Appearance by JD Frisby, Town Manager. Ms. Hamer explained that we received only one bid and described the amounts that are changing and mentioned that there will be a need to add additional staffing in the future to help maintain the town as it grows. The Board agreed that the town is growing and there is a need to reevaluate staffing and expressed concerns over the increase but agreed the need to move forward with the contract. Public Comment: None After thoughtful and intelligent deliberation, Thaler/Driscoll moved and seconded to approve a bid from Desert Star Landscaping in an amount of $81,600 per year for ---PAGE BREAK--- Minden Town Board Minutes July 7, 2021 Page 3 of 3 landscaping services. Said approval authorizes the Town Manager to execute an agreement for the same on behalf of the Town. 3. For possible action: Discussion and possible action to direct staff in relation to Staff Reports. Discussion shall include a Staff Report on the activities, progress on or status of assigned tasks and projects, or general information regarding operations and projects related to trash, retail and wholesale water service, and other functions of the Town of Minden. Appearance by JD Frisby, Town Manager. Ms. Hamer provided a synopsis on the events and will be putting thank you’s in the paper. She also gave an update on the projects around town that included Seeman Ranch Park, the HWY 395 water line project, and the Westwood Park sign. Admin Staff sent reminder letters for water meter contracts. The Town has won and will be keeping the Chamber Golf Tournament Pecan Cup. The Board thanked staff for their efforts at the Carson Valley Days Breakfast. Mr. Thaler thanked the Board for the ease of working together. Public Comment: none ADJOURNMENT: Chairwoman Jackson adjourned the meeting at 6:04 pm.
