The Minden Town Board meeting was held starting at 5:30 p.m. on Wednesday, October 5, 2022, at 1602 Esmeralda Ave, Minden, Nevada. Board Members present: Bill Driscoll, Susan Jackson, Steven Thaler, Bryan Davis, and Roxanne Stangle. Staff present: Ryan Russell, Jeff Cady, JD Frisby, and Michelle Brown. Chairman Driscoll called the meeting to order at 5:30 p.m. The Pledge of Allegiance was led by Member Davis. PUBLIC COMMENT: Mr. Stephans thanked the Town Board for the Aviation ticket donation to the VFW. Mr. Bernard gave public comment to thank staff for caring for Seeman Ranch Pond and thanked staff for filling the accountant position. APPROVAL OF AGENDA: Jackson/Thaler moved and seconded approval of the October 5, 2022 Agenda as presented. Motion carries unanimously. APPROVAL OF MINUTES: Davis/Jackson moved and seconded approval of the September 7, 2022 Board Meeting Minutes. Motion carries unanimously. ACKNOWLEDGEMENT OF GIFTS: None BOARD MEMBER REPORTS: Ms. Jackson thanked Staff and Desert Star Landscaping for cleaning up the trees at Jake’s wetlands. Mr. Driscoll provided an update on the GGG and the Bently Distillery. CONSENT AGENDA: 1. Approval of the September 2022 financial report including claims paid August 27, 2022 through September 22, 2022 for Fiscal Year 22/23. 2. Approval of the 2022 Town of Minden Christmas Celebration on Friday, December 2, 2022 and the 27th annual Parade of Lights from Heritage Park to Minden Park Saturday, December 3, 2022. Approval of this request includes closure of the following streets on Friday, December 2, 2022 from 2:00 pm until 9:00 pm: Fifth Street between Mono Ave and the Alley between Hwy 395 and Esmeralda Ave and Esmeralda Ave between 4th and 6th Streets. Approval also includes closure of additional streets on Saturday, December 3, 2022 from 3:00 pm to 9:00 pm: Esmeralda Ave. from US Highway 395 to Eighth Street; closure of Eighth, Seventh, Sixth, Fifth and Fourth Streets between US Highway 395 and County Road; Third Street between US Highway 395 and Mono, and closure of Mono Ave between Third Street and Eighth Street. For possible action: Discussion and possible action to approve, approve with conditions, continue or deny a street closure request by Douglas Center for Hope and Healing for a community event “Hope Floats Balloon Festival” on May 19, 2023 from 7:30pm to 9:30pm and to close Esmeralda Ave between Sixth Street and Fourth Street; and Fifth Street from the Alley between US Hwy 395 and Esmeralda Ave to the Alley between Mono Ave and Esmeralda Ave. This includes a request to waive fees associated with the street closure as well as waiving fees for the use of the CVIC Hall on May 19, 2023. Appearance by Amanda Johnson, Douglas Center for Hope & Healing Executive Director. Public comment. Ms. Johnson provided a brief explanation of what Douglas Center for Hope and Healing is and explained the plan for each of the days of the event as well as the pilot’s welcome dinner in the CVIC Hall. The name is changing to “Hot Air for Hope” and asked for the waiver of street closure as well as the CVIC Hall. Mr. Smith explained what a night glow is and the alternative show features they may do depending on weather and safety precautions they follow. Board discussion included questions about balloon safety and thanked Ms. Johnson on for the work she and the group does for the community. Public comment: none After thoughtful and intelligent deliberation, Thaler/Jackson moved and seconded, to approve a street closure request by Douglas Center for Hope and Healing for a community event “Hope Floats Balloon Festival” on May 19, 2023 from 7:30pm to 9:30pm and to close Esmeralda Ave between Sixth Street and Fourth Street; and Fifth Street from the Alley between US Hwy 395 and Esmeralda Ave to the Alley between Mono Ave and Esmeralda Ave. This includes a request to waive fees associated with the street closure as well as waiving fees for the use of the CVIC Hall on May 19, 2023. Motion carries unanimously. 2. For possible action: Discussion and possible action to approve, approve with conditions, continue or deny a request by Esmeralda Market Event Promoters for the Town of Minden to sponsor the Esmeralda Avenue Farmer’s Markets Tuesday evenings from May 16, 2023 through September 26, 2023 and from May 14, 2024 through September 24, 2024. Possible action may include providing staff direction on how to proceed with which street closure plan to choose from 2:00 pm until 8:30 pm. Appearance by JD Frisby, Town Manager and Roxanne Stangle, Esmeralda Markets Director. Public comment. Ms. Stangle abstained from this item as she has a commit in a private capacity which would affect her ability to vote on this item. Mr. Frisby gave a brief explanation of why this is on the agenda and explained the possible closure options. Ms. Stangle provided an explanation of how the event would function under each option. ---PAGE BREAK--- Minden Town Board Minutes September 7, 2022 Page 3 of 3 Discussion included question about how the vendors feel about the change and how the market would impact residents and businesses. Other alternative options were discussed and how the parking would be managed. The board expressed desire to revisit the closure route in a year. Public comment included: Mr. Cioffi expressed he would like the market closure to remain the same. After thoughtful and intelligent deliberation, Davis/Jackson moved and seconded, to recommend approval for the Town of Minden to sponsor the Esmeralda Avenue Farmer’s Markets Tuesday evenings from May 16, 2023 through September 26, 2023 and from May 14, 2024 through September 24, 2024 and to revisit the closure route in a year. Motion carries 4-0 with Roxanne abstaining 3. Not for possible action: Annual training regarding Open Meeting Law, Ethics and Land Planning conducted by Ryan Russell, Town Attorney. Public Comment. Mr. Russell conducted the annual training regarding Open Meeting Law, Ethics and Land Planning for the Minden Town Board. Public Comment: none No action on this item. 4. For possible action: Discussion and possible action to direct Staff in relation to Staff Reports. Discussion shall include a Staff Report on the activities, progress on or status of assigned tasks and projects, or general information regarding operations and projects related to trash, retail and wholesale water service, and other functions of the Town of Minden. Appearance by Jeff Cady, Public Works Superintendent and JD Frisby, Town Manager. Public Comment. Mr. Cady gave several updates on items of interest and offered to answer any questions that the Board may have.
