January 2025 Millcreek Together Code Update I 18.43 Neighborhood Commercial Zone (C-1) Summary Sheet Chapter 18.43 Neighborhood Commercial Zone (C-1) Summary A. Purpose. The purpose of the Neighborhood Commercial Zone (C-1) is to provide areas for lower intensity neighborhood commercial development that accommodates the everyday needs of nearby residents. Such zones do not usually generate traffic from regional markets. B. What Changed. o Removed from the currently known commercial trio C-1, C-2, and C-3 Zones and now stands alone as the Neighborhood Commercial (C-1) Zone. o Minor changes and updates but with the intent to further modify uses and requirements for neighborhood commercial development. o Updated formatting with new tables and images. o Mixed use is allowed as a conditional use. o Design standards and mixed use development standards added. These standards are similar to the standards in the C Zone. C. What Remained the Same. o Largely the same zone as the current C-1 Zone. o Special design standards. o Mixed use design requirements remain, but were updated pursuant to updated standards in the C Zone. D. Rationale for Changes. The current commercial trio C-1, C-2, and C-3 Zones list together has made the C-1 zone less attractive for applicants. In an effort to utilize the C-1 zone district and to limit the list of permitted commercial uses abutting residential zones, the Planning Commission recommended separating the C-1 zone standards from the rest of the C Zones. Accordingly, the C-1 district has not changed much, except for some minor changes and updates. Eventually, staff will propose a subsequent update to this zone district to make it more of a true neighborhood commercial zone.
