1 Job Announcement Development Review Engineer/ Special Projects Coordinator* *Option to underfill this position may be considered Opens: Thursday, November 3, 2022 Closes: Open until filled Will begin reviewing applications on 11/14/2022 Status: Full-Time, Exempt Hiring Range: $72,000—$90,000 Annually DOE Competitive Benefits Package—see page 6-7 Under direction of the Planning & Zoning Director, the Development Review Engineer/Special Projects Coordinator performs a variety of advanced level professional technical duties including but not limited to reviewing plans submitted for public and private development to ensure compliance with codes, engineering standards, periodical appropriate application of professional engineering principles, and applicable regulatory requirements; assisting the city on periodic updates to engineering standards; and assisting the city in inspecting public works improvements, coordinating utility relocation, dedications, roadway design, and other special projects as needed. ESSENTIAL JOB FUNCTIONS 1. Meet performance standards established with the employee’s supervisor. 2. Complete review of civil engineering aspects of site development plans to ensure compliance with applicable codes, regulations, and standards. 3. Coordinate with developers and engineers to modify plans for conformity. 4. Coordinate with Public Works and private developers on utilities coordination, dedication, and design issues related to strategically significant projects, such as those in the Millcreek City Center. 5. Coordinate private development projects and capital infrastructure projects with other departments and agencies as necessary to complete project. 6. Review residential and commercial building permit applications for conformance with City codes, standards, and specifications. 7. Conduct technical reviews of conditional use and subdivision applications. 8. Conduct technical reviews of site plan approvals for residential projects. 9. Assist with traffic studies to support compliance with state and local codes to support project design projections. ---PAGE BREAK--- 2 10. Oversee contractors and consultants for special projects as necessary. 11. Calculate fees appropriate for proposed projects. 12. Conduct field inspections on a backup basis as needed to ensure installation of required improvements prior to Certificate of Occupancy or a bond release. 13. Coordinate activities with other departments and agencies regarding engineering requirements on site development, transportation, and storm drainage. 14. Perform other duties as assigned. MINIMUM QUALIFICATIONS 1. Education and Experience: a. Bachelor’s Degree from a regionally accredited college or university with major course work in civil engineering, land surveying, or related field. b. Five years of progressively responsible experience directly related to above duties. 2. Special Qualifications: a. Valid Utah Class D Driver’s License required. b. Licensure as a Professional Engineer preferred. c. AutoCAD, ARCGIS, GPS experience is desired. 3. Knowledge, Skills and Abilities: a. Advanced level principles and practices of civil engineering. b. Basic principles and practices of urban hydrology and environmental engineering. c. Applicable laws and regulatory codes relevant to assigned area of responsibility. d. Methods, materials, and techniques used in the construction of public works projects. e. Basic computer functions and software. f. Modern developments, current literature, and sources of information regarding engineering. g. Principles and practices of future development fee cost estimation. h. Principles of advanced mathematics and their application to engineering work. i. Knowledge of CAD and skills in operating software. j. Communicate clearly and concisely, both orally and in writing. k. Ability to comply with all city policies and regulations, including safety and risk management standards. l. Ability to remain calm and respectful with residents and customers. WORKING CONDITIONS 1. Environment: Work is performed primarily in a standard office environment with some travel to different sites; incumbents may be required to work extended hours including evenings, weekends and holidays and may be required to travel outside City boundaries to attend meetings. Light physical effort and usually comfortable working positions. 2. Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to climb stairs; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to verbally communicate to exchange information; and to travel to other locations using various modes of private and ---PAGE BREAK--- 3 commercial transportation. Secondary functions require field work in an outdoor setting. Outdoor work requires vehicle operation; extensive walking over difficult terrain with uneven ground, including shallow flowing creeks, steep slopes, and wet/slippery conditions; possible and frequent exposure to adverse weather conditions including heat, cold, rain and snow. 3. Vision: See in the normal visual range with or without correction 4. Hearing: Hear in the normal audio range with or without correction. 5.
