January 2025 Millcreek Together Code Update I 18.66 Signs Summary Sheet Chapter 18.66 Signs Summary A. Purpose. The purpose of this chapter is to eliminate excessive and confusing sign displays that create potential hazards to motorists, pedestrians, property, to improve appearance and views within the major transportation corridors by setting requirements for the location, design, number of, size, height and lighting of signs and to preserve and improve the aesthetic values, economic prosperity, and visual qualities of Millcreek. B. What Changed. o Revised tables separate signs allowed in all zones, signs allowed in residential districts, and signs allowed in non-residential districts. o Updated standards for lighting including: o New internal illumination standards. o Introduces nighttime dimming for sign lighting that generally requires 50% brightness between midnight and sunrise. o Revised standard for nighttime illuminance of electronic message centers from 0.3 footcandles to 0.2 at night. o Utilizes CCOZ existing standard for blade signs city wide. o Establishes maximum height for monument signs in CCOZ at 4’ o Allows for up to 3 district signs within CCOZ. C. What Remained the Same. o General Standards for size, location, and number of signs permitted. o Billboard regulations. o Iconic signs regulations. o Uplighting restrictions D. Rationale for Changes. Millcreek’s sign ordinance was updated in recent years. While much of the content in the existing regulations is still relevant, some tables and organizational structure left some requirements unclear. The new draft makes minor updates to standards, updates language for consistency, and improves clarity with new tables.
