1 Job Announcement Assistant City Manager Opens: Wednesday, October 14, 2020 Closes: Wednesday, October 28, 2020 Type: Full-Time Hiring Range: $110,000—$130,000 Annually Competitive Benefits Package—see page 4 Millcreek, Utah’s newest city, is hiring an Assistant City Manager to work under the direction of the Mayor and Council. The Assistant City Manager will provide professional support and assistance to the Mayor and act as City Manager in the Mayor’s absence. Meet performance standards established by the Mayor. 2. Prepare policy and administrative procedure options; attend meetings and provide staff support to various advisory and policy boards, as assigned by the Mayor. 3. Plan, supervise, and coordinate the work activities of the City Department Directors to motivate and direct their efforts in collaboration with the Mayor. 4. Recommend to and confer with management staff regarding plans, financial needs and capital improvements for the City. 5. Oversee contracts for services with other agencies, principally Salt Lake County. 6. Be the City’s primary point person for the development and programming of Millcreek Common (Millcreek Common is a 6 acre stretch of open space that is planned as the town square and central park for our new city.) 7. Organize and assist in the launching of a community non-profit or similar vehicle that will run and operate the proposed ice ribbon and programmable plaza year-round. 8. Be the point staff person for the planning and construction of a new City Hall, working closely with all departments to ensure the new facility will meet present and future city needs. 9. Perform other duties as assigned. ---PAGE BREAK--- 2 MINIMUM QUALIFICATIONS 1. Education & Experience: a. Bachelor’s Degree from an accredited school in a related field, AND b. Five years of progressively responsible experience as a manager in municipal management. 2. Special Qualifications: a. Valid Utah Driver License b. Master’s Degree in a related field preferred. 3. Knowledge, Skills and Abilities: a. Knowledge and understanding of public policy and context and the role of local government, awareness of community culture and subcultures within the community. b. Thorough knowledge of the principles and practices of City government, community development, economic development, and municipal finance. c. Ability to exercise reasonable judgment and make sound decisions; be self-motivated; assign, supervise and evaluate the work of subordinates; address employee performance problems. d. Ability to analyze and solve complex problems; analyze situations and make sound recommendations. e. Ability to prepare and present effective reports and oral presentations; manage departmental budgets; make decisions and perform efficiently under pressure/ deadlines. f. Ability to maintain effective working relationships with employees, other agencies, elected officials and the public. WORKING CONDITIONS 1. Environment: Work is performed primarily in a standard office environment with some travel to different sites and may be required to travel outside City boundaries to attend meetings. 2. Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. 3. Vision: See in the normal visual range with or without correction 4. Hearing: Hear in the normal audio range with or without correction. 5. Attendance/Work Schedule: Employee is expected to be in the city offices during normal business hours Monday through Friday, however incumbent may be required to work extended hours including evenings and weekends and attend Council Meetings and other meetings as necessary.
