Millcreek 3330 South 1300 East Millcreek, UT 84106 Request for Proposals Consultant Services for the Design of Millcreek Common Phase II Proposals Due Friday, September 8, 2023, at 4:00 p.m. local time 1. Introduction. Millcreek (the “City”) is requesting proposals (“Proposals” or “Responses”) from qualified proposers (“Proposers”) to provide consultant services (“Services” as more fully described below) for the design of Millcreek Common Phase II (“Project”). 1.1. Intent. It is the intent of this Request for Proposals (this “Request”) to set forth the minimum acceptable requirements for Responses to this Request. 2. Background and Detailed Description of Services. In 2019, the City began a concerted effort to redevelop the commercial area located between Highland Drive and 1300 East and 3300 South and Elgin Avenue into a mixed-use civic center anchored by an iconic community gathering space, Millcreek Common. Phase 1 of Millcreek Common was completed in 2022, and the City Hall is currently under construction adjacent to Phase 1. Millcreek acquired approximately 1.2 acres of land located between Chambers and Woodland Avenues intended for the Project, as indicated in Exhibit of this Request. Upon developing a master plan for Project in the last year, the City intends that the Project be a space devoted to active recreation, including an opportunity for skating and skateboarding, a miniature golf experience, a large pavilion, active water features, a small open lawn area, public gardens featuring native planting, shade structures, interactive water features, and interactive spaces that Millcreek residents can enjoy throughout the day and into the evening. The design of Project should be congruous with Phase I and should complement City Hall and other private development occurring in the vicinity of Millcreek Common. The Millcreek Common Phase II Master Plan is included in Exhibit of this Request. Services include the following: 2.1 Schematic Design and Design Development A. Determine a schematic-level landscape plan, site layout, and determine appropriate furnishings, equipment, and lighting. B. Complete a Roadway Design for Miller Avenue C. Coordinate Utility Relocation and appropriate placement of regional utilities with Private Developers, the City, and Utility Providers D. Assist City in Writing Grant Applications E. Prepare Cost Estimate ---PAGE BREAK--- Request for Proposals – Page 2 2.2 Construction Drawings and Bid Package A. Develop Construction Drawings and a Final Cost Estimate. B. Prepare a Complete Bid Package using APWA forms. 2.3 Construction Administration Provide Construction Administration services, including but not limited to assisting with the selection of a general contractor, responding to requests for information, providing post-installation inspections, and recommending approval of change orders to the City. 3. Team Composition. The design team should include at a minimum expertise in the architecture, engineering, geology, landscape architecture, and urban design. 4. Proposal Requirements. One written copy and one electronic copy in PDF (Portable Document Format) of the Proposal are required to be submitted to Mike Winder, City Manager as listed below, no later than 4:00 p.m. local time on Friday, September 8, 2023. Any response, modification, or amendment received after the due date and time is considered late. No late response, modification, or amendment will be accepted. Except for the PDF copy described above no electronic Responses will be accepted. Proposals must include the following elements and be signed by an authorized representative of the Proposer: 4.1. Introductory Letter. An introductory letter expressing an interest in providing the Apparatus should be included. Experience and Qualifications. Describe the Proposer's experience and qualifications to meet the requirements of the City as outlined below: A. Demonstrate experience with designing and developing urban plazas within the last four years. B. Demonstrate familiarity with complex utility relocations. C. Demonstrate experience with working through challenging geotechnical conditions, including the presence of fault lines within a project area. D. Demonstrate experience in incorporating low-impact development strategies for sustainable water usage in parks and public spaces. ---PAGE BREAK--- Request for Proposals – Page 3 E. Demonstrate familiarity with form-based codes, particularly the City Center Overlay Zone. F. Demonstrate proven experience within the last four years with implementing best practices in urban design and placemaking and providing an operational budget to activate a mixed-use center. G. Demonstrate experience in working in public-private partnerships involving municipal entities. H. Demonstrate capabilities with 3D modeling in Revit and BIM 360 for the purpose of collaborating with adjacent private developers. I. Demonstrate experience in assisting a municipal entity in preparing grant applications, particularly for EPA Brownfields grants and Land and Water Conservation Fund grants. J. Demonstrate capabilities with respect to construction management with a municipal entity in selecting a general contractor and performing construction administration and owners’ representative services. 4.3. Project Approach. Describe in detail the following: A. Your understanding of the Project and a general description of your proposed approach to the Services. B. A detailed work plan outlining each required task necessary for completion of the Project described in the Services. C. Identify the major risks associated with this Project. For each risk, identify those activities which can be undertaken to reduce, mitigate or eliminate the risk. Identify the associated responsibilities. Ensure that these activities are reflected in your project and management plans. D. In addition to the specific service proposals specified above, identify and/or recommend any additional or innovative services and products provided by the Proposer. 4.4. Timeline. Describe, in detail, the timeline for delivery of the Services. Provide a tentative schedule that allows for a groundbreaking by August 1, 2024. 4.5. References. Include the name, address, and contact person of government or private agencies with which the Proposer has provided a similar service. The City may contact such references and do its own investigations and depending on the result of the investigation may result in disqualification based on the City sole and absolute discretion. ---PAGE BREAK--- Request for Proposals – Page 4 5. Evaluation Criteria and Scoring Process. All Proposals received will be reviewed by the Evaluation Committee. Each evaluation criterion has been given a percentage based on its relative value. The criteria and each associated percentage are as follows: ▪ Experience and Qualifications (70%) ▪ Project Approach (30%) ▪ Timeline (timely completion of the Services is a mandatory minimum requirement and the City may do its own investigation and the result of the investigation at any time during the solicitation process may result in a disqualification based on the City sole and absolute discretion) ▪ References (references are a mandatory minimum requirement and the City may do its own investigation and the result of the investigation at any time during the solicitation process may result in a disqualification based on the City sole and absolute discretion) 6. Selection. The City Manager may conduct discussions with Proposers that are being considered to be selected for the award. In addition, one or more Proposers may be invited to participate in an interview; however, Proposals may be accepted without discussion or interview. The Mayor or his designee will make the award. 7. General Information. City reserves the right to reject any and all Responses. The City reserves the right to amend, modify or waive any requirement set forth in this Request. Response to this Request is at the Proposer’s sole risk and expense. All Proposers must comply with applicable federal, state, and local laws and regulations. Except for written responses provided by the contact person described below, the City has not authorized anyone to make any representations regarding the subject matter of this Request. All requests for clarification or additional information regarding this Request must be submitted in writing to the contact person described below no later than Friday, September 8, 2023, at 4:00 pm. The contact person will endeavor to respond to such request for clarification or additional information and if the contact person deems, in her sole and absolute discretion, that such response is of general applicability, his response, if any, will be posted on the City’s website at Millcreek.us (which constitutes a written response). Entities responding to this Request are encouraged to review such website frequently. The City anticipates selecting one or more of the responding Proposers, but there is no guarantee that any responding Proposer will be selected. Responses will be placed in the public domain and become public records subject to examination and review by any interested parties in accordance with the Government Record Access Management Act (Utah Code Ann. § 63G-2-101, et seq.). All materials submitted in response to this Request will become the property of the City and will be managed in accordance with the Government Record Access Management Act. 8. Terms of Contract. The successful Proposer will be required to enter into a contract with the City to provide the Services. If the selected Proposer and the City Attorney are unable to negotiate an acceptable agreement, then another Proposer(s) will be selected by the Mayor, or his designee, and negotiation will continue with such other Proposer(s) until an acceptable agreement is completed. ---PAGE BREAK--- Request for Proposals – Page 5 9.
