09/29/23 - ELECTION; GET READY FOR FALL; COSTUME DRIVE; CANOE AND HELP THE RIVER; EVENTS; etc. View this email in your browser City Councilmember Silvia Catten (District 1) and Mayor Jeff Silvestrini were re-elected to their respective positions earlier this week. Announcements PUBLIC MEETINGS Planning Commission Special Meeting Thurs., 10/5/23, 6:30pm NEWS District 1 Councilmember Silvia Catten and Mayor Silvestrini Elected MILLCREEK. The only person to declare candidacy for Millcreek City Council District 1 was incumbent Silvia Catten. Likewise, Mayor Jeff Silvestrini was the only declared candidate for Mayor of Millcreek. Watch live HERE uncontested, the City Council exercised their discretion under Utah law earlier this week and cancelled those elections. Pursuant to Utah law and Millcreek's Resolution 23-46, the City Council then declared that Councilmember Catten and Mayor Silvestrini are considered elected to their respective positions. By cancelling those races, the city is saving approximately $85,000 from the budgeted amount for elections this year. Councilmember Catten and Mayor Silvestrini will each serve for another four year term. The City Council District 3 race is contested. David F. Holz and Scott Springer will be on the ballot with incumbent Cheri Jackson on November 21st. Click HERE for their contact information. Fall is Upon Us, Get Ready MILLCREEK. The leaves are starting to turn and will be falling soon. Gardens need to be put to bed for the winter, annuals need to be removed, and some ---PAGE BREAK--- perennials need to be pruned. Lots and lots to do. When we all work together to take care of our yards, the city looks better. It is the property owners’ responsibility to maintain and clean the curb and gutter in front of their home. The city does not have the capability of cleaning up all of the edges of city streets, this responsibility falls to the property owner. Don’t forget about the weeds that have sprung up along the streets and are drying up, falling over, and blowing around. Not only does this look bad but it creates a serious flooding problem as those weeds collect and clog storm drains. Please take a minute to look at any storm drains near your property and make sure they are cleared out. Our partners at the Wasatch Front Waste & Recycling District are helping out by providing free leaf bags and places to dispose of bagged leaves. Free leaf bags can be picked up at the city offices (3330 S 1300 also provides a free landfill voucher for residents who want to haul a load of refuse to the landfill. You can find information for all of the services provides on the website. We often hear complaints from residents about neighboring properties that are not taken care of or properties that they drive by and notice that they look unkempt. Our code officers will take a look at each property that has a complaint lodged against it, but it is impossible for them to find all problem yards. They do their best to keep things looking good but it takes everyone's help. Note that when a code officer responds to a code complaint, they notify the property owner that they have 30 days to solve whatever the problem may be. If you have submitted a complaint against a property and are not seeing immediate results, please be patient as the property owner works to fix the problem. Our code officers will continue to stay in contact with the owner until the issue is resolved. Get out and enjoy the beautiful fall season—but also make sure to spend some time making sure your property looks the best it can. ---PAGE BREAK--- The Millcreek Youth Council is holding a Halloween Costume Drive October 2nd-13th. They are looking for children's costumes (ages 11 and under) in new or gently used condition. The costumes will be donated to the children of a local elementary school. Donations can be dropped off at Millcreek City Hall, Monday- Friday, 8 AM-5 PM. The Millcreek Arts Council and the Salt Lake County Millcreek Library present October’s artist, Emma Houtz. Emma will be displaying her exhibit “Strange, but not a stranger”. ---PAGE BREAK--- Emma takes inspiration from her favorite things: obscure VHS tapes, fighting imaginary dragons, and experimenting with hair colors. The Salt Lake based graphic designer's latest photography collection Phantasmic chronicles a midnight encounter of two ghostly soulmates, right before they drifted apart. Watch for a Test of the FCC Emergency Alert System FEMA, in coordination with the Federal Communications Commission (FCC), will conduct a nationwide test of the Emergency Alert System (EAS) and Wireless Emergency Alerts (WEA) on Wednesday, Oct. 4th at approximately 12:20 p.m. MT. FEMA and the FCC are coordinating with EAS participants, wireless providers, emergency managers, and other stakeholders in preparation for this national test to minimize confusion and maximize the public safety value of the test. The purpose of the Oct. 4 test is to ensure that the systems continue to be effective means of warning the public about emergencies, particularly those on the national level. In case the Oct. 4 test is postponed due to widespread severe weather or other significant events, the backup testing date is Oct. 11. The following can be expected from the nationwide WEA test: Beginning at approximately 2:20 p.m. ET, cell towers will broadcast the test for approximately 30 minutes. During this time, WEA-compatible wireless phones that ---PAGE BREAK--- are switched on, within range of an active cell tower, and whose wireless provider participates in WEA, should be capable of receiving the test message. For consumers, the message that appears on their phones will read: “THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed.” Phones with the main menu set to Spanish will display: “ESTA ES UNA PRUEBA del Sistema Nacional de Alerta de Emergencia. No se necesita acción.” Construction Notices Westbound 3300 South will be reduced to one lane starting today, September 29th, and will last for the next four days to allow concrete to cure. Please drive through the area with caution. * * * * * ---PAGE BREAK--- 900 EAST CONSTRUCTION STARTING As early as Monday, Oct. 2, construction will begin on the 900 East Improvements project between 3900 South and 4500 South. This work will include reconstructing the roadway, upgrading the sidewalks and pedestrian ramps to meet ADA standards, curb and gutters, and widening shoulders. Additionally, a new bike lane will be added along both sides of 900 East in the project area. Residents can expect preliminary construction activities from Oct. 2 through Dec. 22, 2023. The project will then move into a winter shutdown until construction resumes in March 2024, weather permitting. This project is anticipated to be complete in summer 2024. Upcoming Impacts. As part of the preliminary construction work this year, crews will begin work on driveways, which includes the removal of existing materials and installation of the new driveways and approaches. Crews will also begin utility work on the water lines, which will include temporary water service disruptions to residents. All impacted residents will be notified ahead of any driveway closures or water shut-offs through a door hanger notification. During construction, use caution while traveling in the work zone and follow ---PAGE BREAK--- traffic control devices. All construction activities are weather-dependent and subject to change.
