Mountair Community Meeting Held: 7/16/18 Involved Partners: Atlas ventures, Cottonwood Residential, PEG Development, Solstice Development Total Attendance: 62 signed in Additional Documents: Mountair Slides 7.16.18, Mountair Community Meeting Attendance 7.16.18 Meeting Summary: The Mayor spoke for brief moment describing the project. Mike spoke to introduce the developers. Kyle from PEG development spoke to introduce the projects. Mike led the conversation to discuss the park and answer public comments. Then staff members of the community participated in a walking tour and went over to the area. Comments Summary: 11 People had comments regarding Safety, Traffic or Parking 5 People commented on a wall or barrier. 3 People commented on maintenance 5 people said they were open to the Berm idea as a barrier. 4 people said they wanted more bike lanes Public Comments: 1. Wall along Highland, Barrier 2. Why revitalizing this one area, why not all of Highland Dr. 3. Sidewalks should not be on shoulder of Highland Dr. 4. Don’t get rid of the lilacs. 5. Highland is very busy and noisy there should be a visual or sound barrier. 6. Restaurant on north end always has overflow parking on Mountair. Opposed to shortening the width of the street. 7. Opposed to shortening road width, for wall. 8. Homeless concern. 9. Maintenance Concern. 10. Overseeing the parking, maintenance. 11. Like the idea of 2 hour parking on Gunn 55. Prefer that Mountair remain wide enough to turn a trailer around on ---PAGE BREAK--- City Center Catalyst Development Proposal ---PAGE BREAK--- Concept 1. Developers approached City with a request for additional height for projects located between Elgin and Miller Avenues. 2. Two of the three projects already have entitlements. 3. The City asked the three developers to work together on an application, since their projects are located within close proximity of each other. 4. The developers are proposing a series of enhancements to the streets, and to open space, in exchange for additional entitlement. ---PAGE BREAK--- Concept 5. The developers are seeking advance approval of additional height, due to the nature of their projects. Two are subject to existing construction loans, and one is under construction. 6. A master plan is underway, however block configurations on the north side are not likely to change – and the developers are proposing elements that will feature in an adopted master plan. 7. There is an opportunity to get better projects, and better improvements, by allowing additional height. 8. The developers are looking for input tonight, but no formal action should be taken. Based on input, staff may proceed to craft development agreements prior to formal application. ---PAGE BREAK--- Process 1. An approval for additional height requires a text amendment to the TCOZ ordinance. 2. Staff facilitated a neighborhood meeting with the developers and with residents on Monday. 3. Text amendment would allow the Planning Commission to grant additional height by conditional use in the area bounded by the South side of Elgin Avenue and the north Side of Miller Avenue, between Highland Drive and Richmond Street/1300 East. ---PAGE BREAK--- Process 4. The developers would petition for a text amendment, and would consent to development agreements if the text amendment were adopted by the City Council. 5. Three separate development agreements would be signed, each having the same requirements for design standards, open space acquisition and maintenance, and anything else required. 6. Provided the text amendment is adopted, the applicants would return to the Planning Commission for Conditional Use Approvals for their projects. ---PAGE BREAK--- Developers Request – Additional stories for 3 projects. Currently allowed 4 stories. Developers are asking for 5 stories on Highland Drive and 6 stories on 1300 E. – Project Specific Requested Heights: • Project 1: 5 stories on Miller Avenue • Project 2: 6 stories on 1300 East and Gunn Avenue • Project 3: 5 stories on Highland Drive and 6 stories on Gunn Avenue.
