To review and discuss preliminary first draft of General Plan City Council Tues., 05/29/18 Time and place TBA City Council To Adopt Tentative Budget for Fiscal Year 2018-19 MILLCREEK. State law requires cities to operate on a July 1 to June 30 fiscal year. That means that springtime in Utah is municipal budget season. Every city council, including ours, must have a new budget in place by the end of June. Over the last several months, our skilled Finance Director, Laurie Johnson, together with our proficient City Manager, John Geilman, overhauled our budget format to present it in a way that will make it much easier to track throughout the year. In March and April, Mrs. Johnson and Mr. Geilman met with the mayor and Council in public work sessions to prepare a proposed tentative budget for fiscal year 2018-19. Once completed, the proposal was posted and a public hearing set and advertised. The public hearing was held earlier this week. At this point, the Council's May 29th agenda includes a proposal to adopt the proposed tentative budget. You can review the proposal by clicking here. If you didn't get a chance to come to the public meeting, you can still weigh in by contacting your City Council representative or the mayor. Click here for their contact information. The final budget adoption must wait until August. Recall that at the end of 2017, the City left SLVLESA, the taxing district that had been collecting property taxes to provide for police services. That means that going forward, property owners will be paying their taxes for police services directly to the City. But the City cannot collect any of that tax until it holds a Truth-in-Taxation public hearing. That will occur on August 13th. As a short summary of the proposed budget, Millcreek anticipates collecting just shy of $23.5 million in revenues this coming fiscal year. This will come from a variety of sources, including fees, sales tax, grants, property taxes, and cable tv franchise fees (which the County collected prior to incorporation but are now paid to the City). You'll see that we will be starting the new fiscal year with a healthy 15% fund balance, which is reflective of the City's sound fiscal management. A new transit-oriented development, or "TOD", will soon be built near the Trax Meadowbrook station in Millcreek. With access to TRAX and bus lines, this development will beautify a long-neglected party of our city. The TOD will also provide low income housing that is badly needed throughout Salt Lake County. City Councilmember Silvia Catten, who represents District One, together with several members of the City's staff, celebrated the ground breaking earlier this week NOTICE – Request for Proposals for Traffic Consulting Services Millcreek is requesting proposals from qualified proposers to be included in the approved pool to provide traffic consulting services for the City. Jordan Valley Water supplies water to much of Millcreek. The company has been working on a new waterline project that will cross under 39th South at 5th East. Heavy traffic in the intersection, as well the school on the northeast corner, dictate that construction take place at night. The contractor will be potholing utilities on Monday, May 21st, during the day. Digging will take place on Tuesday and Wednesday nights (May 22nd and 23rd) beginning at 7 PM. Work will stop in the roadway by morning traffic rush. If all goes as planned, this should take only two nights. On June 2, Millcreek Mayor Jeff Silvestrini and other officials will join the Golden Spoke bike ride, a regional event that will celebrate the completion of multi-use trails from Ogden to Provo. The Millcreek bike ride will start at the Grandeur Peak Trailhead located at Wasatch Boulevard and 2950 South at 11:30 AM and should meet a main group of riders heading north along the Jordan River Parkway at around 12:30 PM. Please meet at the Grandeur Peak Trailhead at 11:00 AM for some mingling and refreshments before the ride. Click here for more information.
