Millcreek Planning NEWS City Council Cautiously Adopts HB411 Resolution MILLCREEK. The City Council cautiously adopted an HB411 resolution in its meeting on November 12th. The resolution supports the goal of all Millcreek residents and businesses receiving 100% of their power from renewable sources by 2030. But the Council also made clear that it has retained the ability to address ongoing concerns about cost. HB411 was enacted this last spring. It purports to give Utah cities and counties a path to clean energy, but to participate, the governmental entity must adopt a resolution by December 31, 2019. Because of that deadline, the City Council has had a crash course over the last few months in how the electricity grid works. It’s not simple – renewable sources don’t generate electricity when the wind isn’t blowing or the sun doesn’t shine, and science has not yet developed the technology to store the electricity generated by these sources. Natural gas or coal-powered plants can’t just be switched off and on when natural sources aren’t generating power. The challenge is balancing the grid before scientists figure out the storage problem. Rocky Mountain Power and Pacificorp have never deployed, owned, operated, or integrated large scale renewable energy. They, the Public Service Commission, and the governmental entities who join HB411’s path to clean energy (to date, we know about Park City, Moab, Salt Lake City, Holladay, Cottonwood Heights, and Summit and Salt Lake Counties) are in uncharted territory. The City Council appreciates the gravity of committing Millcreek businesses and residents to HB411. It is very easy to be swayed by sound bites, but it is important to fully grasp the implications of the commitment. The devil is always in the details. (For example, the goals of HB411 will have very little effect on air quality in the Salt Lake Valley). The Council intends to be vigilant about ratemaking. The resolution as adopted is designed to ensure that the city can participate in working toward the goal but not unreasonably increase the cost of power to Millcreek citizens. We’ll keep you posted. MILLCREEK. We know there are many amazing artists and art organizations throughout Millcreek. We also know there are many lovers of the arts out there. We are in the process of gathering information to help us understand what we actually have, and determining what we need to support them and develop more arts and cultural assets. Toward that end, the City recently applied for and received grant funding to undertake the Millcreek Arts Discovery Program. In conjunction with the Salt Lake County Cultural Facilities Update, we are working on a plan for the future of arts in Millcreek. WE NEED YOUR HELP! Please take a minute to respond to a survey to help us move the project forward. The survey is designed to be answered by individual artists, artistic organizations, and anyone who has an interest. You can access the survey here. Millcreek is fortunate to have the Millcreek Arts Council, a passionate group of volunteers who work tirelessly to promote arts and culture in our city. For years, even before incorporation, they have brought music, performance and visual art to our residents. The Arts Council meets the second Tuesday of each month at 7:00 PM in the Café area at the Millcreek Community Center located at 2266 Evergreen Avenue. Anyone interested is invited and encouraged to attend. The Arts Council is looking for new members who are interested and have time to help. We look forward to seeing you there! ---PAGE BREAK--- 11/18/2019 Millcreek City Council adopts HB411 resolution 5/12 Help Senator Jani Iwamoto Support Primary Children’s Hospital and Honor our Millcreek UPD Precinct K-9 Officers MILLCREEK. Many of us adore dogs, but the dogs in the K-9 Unit of the Unified Police Department have an extra special place in our hearts. This unique unit is comprised of police service dogs who aid law enforcement members on duty. While these K9 Officers will often assist in ordinary tasks with officers, such as patrol or detection duties, they may also assist in dangerous arrests. While criminal apprehension is a significant role, the results may also be fatal. In 2016, K-9 Officer Aldo was killed while protecting his handler and other detectives during a gunfight. While Aldo’s handler and other detectives were trying to issue an arrest warrant, shots broke out, fatally harming Aldo, he sacrificed his life for the other UPD officers. Similarly, K-9 Officer Dingo was fatally harmed during a fugitive chase in July of 2017 after being deployed as part of operation to apprehend a parole fugitive known to be armed and dangerous. The Salt Lake County Sheriff at the time ---PAGE BREAK--- 11/18/2019 Millcreek City Council adopts HB411 resolution 6/12 stated that Dingo had absolutely saved officers' lives. The murder of these K9 officers brought to light a concern about how perpetrators are prosecuted. In response, State Senator Jani Iwamoto shepherded a bill through the state legislature the killing of a police service animal is now a third-degree felony. Mayor Silvestrini testified in favor of the bill, as the UPD's Millcreek Precinct has been so directly impacted. In August of this year, the man who killed Dingo was sentenced to 11 years in prison on several counts including the third-degree felony count for causing the death of a police service animal. Aldo and Officer Lovato are pictured here. K-9 officers are treasured partners to their handlers. Not only are they invaluable friends, but they courageously save the lives of officers on duty. Dingo’s handler, Chad Reyes, made heartfelt remarks in court during testimony. “No matter what the difficulty in my life, Dingo had the amazing ability to fill my soul. They are invaluable creatures and irreplaceable.” This season, Senator Iwamoto is preparing a Christmas tree that will be decorated to honor fallen UPD canines during the Festival of Trees. This tree will commemorate their memory and appreciate the lives they have given to protect our officers and our community. The tree will be auctioned and the winning bid will be donated to the Primary Children’s Hospital. Opening Night Auction will take place on December 4th.
